Job description

About the role:
Responsible to the Executive Project Director, with a direct reporting line to the Director, Clinical once appointed, the Senior Project Manager: Clinical will be responsible for overseeing the development of design briefs, ensuring quality standards and targets, quality assurance and quality control processes have been met and that design management plans are established, including the coordination of user group processes.
The role will also manage the development of the design to meet the Project Brief and the integration of fixtures, furniture and fittings, clinical and non-clinical equipment elements of the Project into the documentation. From time to time, the Senior Project Manager: Clinical may also be required to provide support and guidance to a range of projects within the Victorian Health Building Authority's broader Public Private Partnership (PPP) and High Value/High Risk program. While the primary purpose of the Senior Project Manager: Clinical is to co-ordinate the design process and undertake design reviews on the Parkville and Arden Project (PAP), the role will also provide authoritative specialist input into the development and delivery of design and technical requirements for VHBA's High Value High Risk (HVHR) capital projects in particular those projects delivered as PPPs.

Knowledge and skills

* Design Skills: Demonstrated design management skills including the ability to plan and design acute hospitals with an understanding of acute hospital services and how they are translated into the built form. Understands clinical services and the role various parts of infrastructure and equipment play in the clinical and non-clinical environments of a modern hospital. Has working knowledge of the Australian Health Facility Guidelines and clinical design principles and methodology applicable to health facilities.
* Project Management: Demonstrated ability to develop and implement project management processes, methods, tools, guidelines and standards to improve the probability of successful project delivery. Monitors performance against objectives and manages project risks and issues; ensures project objectives are met.
* Risk and Decision Management: Demonstrated ability in managing safety in design risks and issues, in consultation with VHBA, the Department of Health, RMH and Women's Hospital (as applicable) and other stakeholders to determine the overall impact of the design of the Project,
* Stakeholder Management: Identifies issues in common for one or more stakeholders and uses to build mutually beneficial partnerships; identifies and responds to stakeholder's underlying needs; uses understanding of the stakeholders' organisational context to ensure outcomes are achieved; find innovative solutions to resolve stakeholder issues.
* Written Communication: Prepares complex briefs, letters, emails and reports using clear, concise and grammatically correct language; edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; ensures appropriate style and formats are used.
* Verbal Communication: Confidently conveys ideas and information in a clear and interesting way; clearly understands the target audience and the objectives of the communication, uses audience feedback to refine communication and ensure communications are understood; handles difficult and sensitive communications well.
* Self-management: invites feedback on own behaviour and impact; uses new knowledge or Page 4 information about self to build a broader understanding of own behaviour and the impact it has on others; understands strong emotional reactions and seeks ways to more effectively manage them.

Specialist Expertise
Hospital Construction - Has experience in procurement, planning and design of acute and non-acute hospitals including an understanding of acute and non-acute hospital services and how they are translated into the built form. Understands clinical services and the role various pieces of infrastructure and equipment play in the clinical and non-clinical environments of a modern hospital.
Delivery of High Value High Risk and/or PPP projects – Has working knowledge of the Australian Health Facility Guidelines and clinical design principles and methodology applicable to health facilities.
Technical Expertise
* Experience in procuring and delivering High Value High Risk infrastructure projects is highly desirable.
* Fluency in schematic design, design development and detailed design delivery
* Strong cost and budget management control skills for large scale infrastructure projects
* Ability to negotiate with and achieve outcomes across various stakeholder groups with disparate project interests and objectives, particularly in the Health Sector
Qualifications
*
* Extensive demonstrable experience working in a design management or Project Management role as part of a large-scale health facility construction project, which will have included:
* The preparation and implementation of Design Review Plans
* Managing the design review process to ensure the contractual time frames were met and that the designs submissions complied with the requirements of the contract documents
* Coordinating the review of design submission and distributing to specialist reviewers where required
* Providing technical advice on design, FF&E and contractual issues.
