We have an exciting transformational opportunity to join a whole of government reform effort to make a real difference to how people who are intoxicated in public are supported with their needs in a health-led approach.
Victoria's historic public intoxication laws have had an unacceptable and disproportionate impact on the state's Aboriginal and Torres Strait Islander communities. From 7 November 2023, being intoxicated in public is no longer be a criminal offence. Public intoxication reform responds to extensive Aboriginal community advocacy and action and key recommendations from the Royal Commission into Aboriginal Deaths in Custody. This reform is being led in partnership with Aboriginal communities who have advocated for this reform for decades.
The successful candidate will play a key leadership role in the ongoing delivery of this historic reform. The role may also have opportunities to work on other transformational system reforms in the mental health and alcohol and other drugs portfolio.

- A tertiary qualification in fields related to public health and a sound understanding of the Victorian mental health and/or alcohol and drug and/or Aboriginal health systems would be desirable.
- Data analytic skills are highly advantageous.
- The Mental Health and Wellbeing division encourages people with a past or current lived experience either as a consumer or carer of mental illness to apply.
- A comprehensive knowledge and understanding of Aboriginal culture, Aboriginal community needs in contemporary society and the ability to communicate sensitively and effectively with Aboriginal organisations and people would be highly advantageous.
