Senior Project Officer

About the role:

Victoria Police is seeking an experienced commercial property professional to backfill a parental leave vacancy for a twelve (12) month period. 

Facilities Division within Victoria Police, plans, builds, and maintains police stations, buildings, and facilities throughout Victoria. Situated within the Planning Unit, this role reports directly to the Program Manager and is a key member of team. The successful candidate will be expected to provide strategic property advise and engage with Executive and operational level stakeholders, our external agency partner and other government agencies to secure new Leases, Licences, and intergovernmental property agreements.

The portfolio currently consists of circa one hundred Leased and Licenced sites and an additional 70 Radio Base sites. The majority of the portfolio are expense leases including Police Stations, offices, forensic laboratories, and warehousing premises. There is portion of revenue sub-lease and licences that require management.

Your duties will include:

• Being the key point of contact for Victoria Police for all tenant representation activities.
• Contractual management of the portfolio of leased and licenced properties across the State of Victoria including a significant lease budget and critical date milestone management.
• Engagement with internal stakeholders, colleagues and peers providing property strategic advice on property solutions to support the delivery of strategic directives.
• Engagement with and instructions to, our third-party contractor (JLL) for the site acquisition, renewal, site due diligence, negotiation and preparation of Leases and Sub-Leases.
• Active management of the site acquisition, negotiation and preparation of Licences, MOUs, and renewals.
• Engagement with Architects, Quantity Surveyors, and other specialists to undertake functional brief design, test fits or site design as part of the due diligence process.
• Engagement with key external stakeholders including other State government agencies for the procurement of new premises.
• Provide support where required to internal and external capital delivery teams to ensure effective fit out of new premises aligns with original site acquisition operational requirements and intent.
• Participation and engagement with the broader Planning team as it relates to Master Planning for individual sites and the boarder 30-year state-wide Master Plan.
• Management of one (1) x VPS4 direct report (Lease Administrator) who will support this role.

As the successful applicant, you will have:

• Experience at a senior level in tenant Commercial Property Transaction Management or Commercial Property Management.
• Experience at a senior level in delivering complex commercial property transactions including engaging with internal and external solicitors and related consultants.
• Expertise in effectively engaging key stakeholders and providing strategic advice.
• Excellent interpersonal skills including negotiation, written and verbal communication skills.
• Experience engaging technical consultants (i.e. architects) for feasibility design highly desirable.
• A strong alignment to Operational Infrastructure Department's strategic goals - supporting our people and embracing customer centricity, innovation, and collaboration in our delivery of services.

Requirements and relevant information:

• One (1) x full-time, fixed-term position to 25/06/2025 available (maternity leave backfill).
• This position is located at Victoria Police Centre, 311 Spencer Street, Docklands with working from home arrangements negotiable.
