Job description

The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. The role of the Commission is to protect and enhance the safety, health, wellbeing and quality of life of people receiving aged care.

The Commission is the national end-to-end regulator of aged care services and the primary point of contact for consumers and providers in relation to quality and safety. Our vision is to support a world-class aged care system driven by empowered consumers who enjoy the best possible quality of life.

We aim to build confidence and trust in aged care, empower consumers, promote best practice service provision, promote quality standards and hold providers to account for their performance against the expected standards of care. We seek to promote an aged care system that develops safer systems of care, inculcates a culture of safety and quality, and learns from mistakes, while providing the oversight that can assure the community that aged care services are operating as they should, including working on continuous improvement.

Position Description

As a section of the Regulatory Policy and Intelligence Group, Regulatory Strategy supports the Commission to deliver its functions and achieve its goal of being a best practice regulator by influencing and/or leading the development of regulatory and aged care program reform. This includes working with stakeholders in developing aged care legislative changes and policy development, supporting the development of resource bids for new policy proposals, developing cost and staffing models, and managing cost recovery models.

Improving the quality and safety of care and service delivery to consumers is at the centre of our regulatory practice. The section’s approach to understanding effective regulation is evidence and risk-based, strategic, coordinated and in line with best practice. Workflow in the section is dynamic and requires a flexible approach to adapt to rapidly changing priorities.

Purpose of position/s:         

The Regulatory Strategy section is looking for a number of people with a range of one or more of the following skills, including:

  • Project management.
  • Policy development.
  • Legal policy skills.
  • Cost/data modelling (proficient in excel).

Position Duties

  • Support Assistant Directors in a multifaceted workload which may include, developing policy, legislative and regulatory reform, collaborative projects, developing and managing resource bids for new policy proposals, interpreting, managing and developing cost and resource models.
  • Directly contributing to the research and drafting of high-level communications, including briefing material, complex legal, policy and procedural topics for a range of audiences.
  • Undertake analysis (as required) to support the evidence base for Commission’s programs.
  • Engaging effectively with internal and external stakeholders to support the Commission’s business and vision and contribute to the section’s strategic direction and continuous improvement activities.

  • Work in a virtual environment in a team that works in office locations across Australia.
  • Other duties as required.

Position Eligibility Requirements

All roles

  • Strong verbal and written communication skills.
  • Effective organisational and time management skills and the ability to work effectively without direct supervision while maintaining high standards and accuracy.
  • The ability to work collaboratively with internal and external stakeholders to build and maintain positive working relationships.
  • Understand and actively demonstrate the APS Code of Conduct and Values.

Project & Policy roles

  • Sound research, problem solving, and analytical skills with the ability to understand legislation including what it means in operational terms for the Commission.
  • Strategic experience gained from a similar multi-disciplinary organisation.

Cost/Data Modelling roles

  • Ability to analyse, model and interpret data.

Position Notes

Salary offered will be between $89,394 and $100,849 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

*Note: these figures do not include the newly agreed APS Enterprise Agreement bargaining pay offer.
