Job description

Why us:

Working with us means that you are working with industry leaders, in an industry that is undergoing exciting changes, has career opportunities for you, and most importantly in a business that truly cares for its people and customers.

CitiPower, Powercor and United Energy own and operate the electricity distribution networks servicing 1.9 million customers located across 65% of Victoria. These customers include large numbers of households as well as commercial and industrial businesses, world class arts, health and sporting precincts, popular tourism regions and the biggest infrastructure projects in Victoria.

We provide reliable, safe, and affordable electricity and our businesses are independently rated as the best in the country for their efficiency.  Sustaining this is all the more critical and challenging as greater electrification of homes, fleets and industries becomes a core strategy for reducing carbon emissions and addressing climate change.

We value inclusive leadership and teams and celebrate the results of succeeding together. We are a collaborative business whose high performance sets us apart and makes us a leader in the industry.

But our greatest priority is the health, safety and wellbeing of our people and the communities we operate within.  This includes their physical safety - ensuring everyone gets home safely everyday – as well as their psychological safety by ensuring everyone has the resources and support needed to achieve a work-life balance and be the best they can be.

About the Role:

This is a fantastic opportunity for a Senior Regulatory Analyst, passionate about the electricity sector, to join and make an impact in our dynamic Regulation team.

You will support the development of regulatory strategies that bring together commercial, customer and policy objectives at a time when the energy landscape and associated economic framework are rapidly transforming.

The Senior Regulatory Analyst will work on our forthcoming five-year regulated revenue setting project, including preparing analysis on how the distribution network should adapt to accommodate the impacts of climate change, customer energy resources, electrification, and the energy market transition.

To be successful, you will be confident engaging with key stakeholders, including customer representative bodies, regulators, government and industry participants.  You are comfortable collaborating with subject matter experts across the business to develop and articulate policy positions and advise the business on key economic regulatory matters in a succinct and practical manner.

Ideally you will have a background in regulatory/energy policy or economics, with an understanding of the regulatory framework applicable to utilities. You will have strong analytical skills and understanding of quantitative analysis.

What you’ll deliver:

  • Develop strategies and business cases for the five-yearly revenue setting project, including drafting of regulatory proposals, preparation of costs and benefits and other supporting evidence
  • Analyse the economic and commercial impacts of proposed changes in the regulatory framework and/or guidelines governing the electricity distribution industry, and develop regulatory advice, including preparation of submissions and supporting evidence
  • Provide advice to the Regulatory Management team on regulatory matters
  • Engage effectively with internal and external stakeholders on regulatory matters
  • Assist in the co-ordination and management of materials to support business compliance with regulatory obligations

To succeed in this role you’ll have:

  • A tertiary qualification in economics, finance, law, or public policy
  • Understanding of regulatory environments
  • Knowledge and experience in economic concepts
  • Understanding of quantitative analysis
  • Demonstrated structured and strategic thinking
  • Excellent written and verbal communication skills
  • Prior experience working in a regulator, government, economic consultancy or in a business subject to regulatory oversight is highly regarded
