About the opportunity

The Senior Standards Officer, Flight Crew Licensing Standards (SSO FCLS) is an exciting position that covers the formulation, development and maintenance of policies, safety regulations and associated guidance material in relation to all aspects of ATPL Training and Licensing. This role will also provide inputs on matters relating to operator training and checking systems. This is a technical leadership role and will be provided with challenging activities requiring the application of the candidate’s knowledge and experience.

The SSO FCLS will work closely with CASA oversight staff, the CASA Flight Testing Office and industry to identify areas for aviation rule and guidance improvement and implement strategies to enhance safety initiatives.

The SSO FCLS is responsible for the following deliverables on an ongoing basis:

  • Conduct detailed research that supports the preparation of policy proposals in the technical scenarios that are being addressed.
  • Develop policy proposals that consider statutorily required factors.
  • Develop consultation advisory documents and post-consultation decision documents that include analysis of consultation responses.
  • Develop guidance documents that support stakeholders to interpret the intent of legal instruments with the support of the CASA Legal staff.
  • Provide high level technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility.
  • Develop and/or analyse proposed changes to the Australian Aeronautical Information Publication (AIP).
  • Work both independently and as part of a team to ensure delivery of their objectives and take a leadership role in the delivery of outcomes.
  • Establish and maintain professional and effective relationships with other aviation regulatory authorities, foreign government agencies, the International Civil Aviation Organization (ICAO) and other international representative organisations as necessary on the technical safety standards relating to ATPL training and licencing.
  • Represent CASA when required national and international forums.
  • Perform other tasks as directed consistent with this classification.

Our ideal candidate

Our ideal candidate must demonstrate the following:

  • Highly developed writing skills and demonstrated ability to perform detailed research and present complex findings and technical recommendations in a clear and concise manner.
  • Ability to lead and manage technical writing projects.
  • Stakeholder engagement experience and capacity to manage professional relationships across an organisation with a broad range of internal and external stakeholders at various levels to develop and drive initiatives.
  • High level understanding of flight operations and Flight Crew training and licensing regulations in Australia’s civil aviation legislation and their application in a regulatory environment
  • Hold or have held the following:

o  Australian Air Transport Pilot Licence (Aeroplane or Helicopter Category Rating)

o  Multi-crew pilot type rating for an aircraft certified in the transport category.

  • Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.
  • Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours

The following are desirable requirements:

  • Demonstrated understanding of policy making in a regulatory context, including different regulatory approaches and impact analysis
  • Knowledge and experience in training system design or development of pilot training courses, consistent with Competency Based Training and Assessment principles.
