Job description

The Australian Federal Government’s digital services is a key priority for the national digital economy agenda. The Australian Government is working towards establishing a national Digital ID System to provide simple, inclusive and convenient methods to interact with Government service providers that are safe, secure and protect privacy.

As the recently announced interim Digital Identity Regulator a key division of the Australian Federal Government will provide a crucial role in building trust in Digital ID services by ensuring entities comply with strong privacy and integrity

safeguards:

  • Accreditation: Accrediting entities that are providing digital identity services against the Digital Identity Accreditation Rules,
  • Approval: Approving entities to participate in the Australian Government Digital Identity System, and
  • Compliance: Undertaking compliance and enforcement activities in relation to the program to uphold regulatory standards.

About the Digital Delivery Branch

In working with the Digital Delivery Branch, you have the opportunity to work with a high-impact team contributing to a critical component of Australia’s digital transformation. 

The Digital Delivery Branch is seeking individuals who are passionate about supporting the needs of Australians through trust, inclusivity and choice through digital identity services.

As part of the Government department, you will be working with a diverse team of professionals with knowledge in digital identity systems, cyber security, data privacy, software development, policy and

compliance, user experience design, and project management. In delivering the Digital Identity Program, you’ll be working in a culture of innovation and problem-solving in a rapidly 

evolving digital landscape. Given the sensitive nature of the work, privacy and security considerations.

This key and high profile government department will deliver the Digital Identity Regulator Solution through the Digital Delivery Branch. The Digital Delivery Branch adopts a matrix-style structure to benefit from cross-functional project delivery, increased project focus and consistency, and agility. The Digital Delivery Branch will be split into three distinct functions: Strategy and Architecture, Cyber 

Security and Technology Development, and Data and Operations.

You will be working at the forefront of digital identity in Australia. You will work with a diverse team of professionals with knowledge in digital identity systems, cybersecurity, data privacy, software development, policy and compliance, user experience design, and project management. In delivering the Digital Identity Program, you’ll be working in a culture of innovation and problem-solving in a rapidly evolving digital landscape. Given the sensitive nature of the work, privacy and security are top priorities for the team to ensure that the community is well protected from emerging threats.

To ensure that the ACCC remains ahead of the curve, the Digital Delivery Branch adopts a matrixstyle structure to benefit from cross-functional project delivery, increased project focus and consistency, and agility. Teams will work collaboratively to enable end-to-end Plan-to-Operate service delivery across three key streams (Plan/Design; Build; and Operations) to foster a collaborative, inclusive and high-performing work environment.

Estimated start date Monday, 01 April 2024

Location of work ACT, NSW, QLD, SA, TAS, VIC, WA. The ACCC has a flexible working arrangement. 

The expectation will be at least 2 days a week onsite in the office, the other 3 can be offsite or onsite.

Security Clearance Must be an Australian Citizen an have the ability to attain, a minimum of a Baseline Security Clearance issued by the Australian Government Security Vetting Agency.

As a Solution Architect in the Architecture team reporting to the Architecture Lead, you will be integral to the delivery of various solutions. You will use your knowledge across multiple domains to translate strategy and requirements provided by the business into technical implementations. This position offers an excellent opportunity to leverage your analytical skills, technical expertise, to provide direction and successful implementation of key solutions. 

Key responsibilities include:

  • Solution design: Develop high-level architectural designs for software solutions, ensuring alignment with business objectives and technological capabilities.
  • API Development: Design secure and scalable APIs that facilitate integration between different systems and components.
  • Portal creation: Lead the design and development of customer and staff portals, leveraging Microsoft Dynamics 365 Customer Service capabilities to meet user requirements.
  • Documentation: Oversee the creation and maintenance of publicly available documentation, ensuring clarity and technical accuracy.
  • Cloud integration: Ensure optimal utilisation of Microsoft Azure, focusing on cloud-native technologies to enhance scalability and performance.
  • Containerised deployment: Use a combination of Docker and Kubernetes to create fault tolerant, resilient, and highly available systems.
  • Collaboration: Work closely with business analysts, system analysts, developers, and other stakeholders across the branch to translate business requirements into technical specifications.
  • Continuous improvement: Stay updated on the latest industry trends, technologies, and best practices to continuously refine and enhance the Solution Architecture.

To create a sustainable Australian Public Service, we seek contractors in the market who have experience working in and alongside the public service with an acute awareness of the importance of knowledge transfer and demonstrated ability to transfer knowledge throughout the duration of engagement. We are also seeking candidates who have proven methods of knowledge management and experience with knowledge management repositories and tools.

Candidates must have demonstrated experience in:

  • Proven expertise in system design, Solution Architecture, and software design principles.
  • Familiarity with Microsoft Azure and its cloud-native capabilities.
  • Proficient in Infrastructure as Code (IaC) methodologies.
  • Hands-on experience with containerised deployment and orchestration of applications.
  • Expertise and previous proven experience in API architecture and design.
  • Experience in designing web front ends using JavaScript frameworks, particularly React.
  • Experience in software development.
  • Understanding of API security (OAuth 2.0, OpenID, FAPI, PKI, mutual TLS, etc).
  • Familiarity with the Microsoft .NET framework.
  • Familiarity with Microsoft Dynamics 365.
  • Operational experience with Azure DevOps.
  • Knowledge of automated testing and deployment technologies.
  • Skilled in observability and monitoring of software systems.
