Network Design and Integration is a Group within the Department of Transport and Planning, and is responsible for the delivery of transport priorities through the development, delivery and maintenance of an integrated pipeline of projects, supporting the Major Transport Infrastructure Program, and to plan Victoria's rail network.

Strategy and Precincts is a Group within the Department of Transport and Planning, and is responsible for providing policy direction, planning and leading innovation for integrated simple, safe connected journeys. Precincts is responsible for the whole of government coordination and delivery of the State's Priority Precincts.

About the Role

*This is a Fixed Term Position until 30 June 2025

This role relates primarily to the Sunshine Precinct in Melbourne's west. This is an exciting opportunity to be directly involved in urban renewal through the evolution of a precinct of state significance.

DTP's Sunshine Precinct team is a multidisciplinary group with a variety of experience and expertise in planning and design, integrated land use and transport, housing affordability, economic development, infrastructure planning, project management and community engagement.

The Strategic Planning Advisor will have a role in helping to shape future land use integration within our rapidly expanding state. Realising these opportunities requires planning, facilitation, and delivery on a range of fronts - housing, employment and industry , public realm, transport and all aspects of life that are needed to make vibrant precincts.

The Strategic Planning Advisor will be responsible for supporting the development of policy, plans and strategies including structure plan(s) for the Sunshine Precinct (and other priority precincts as required). In a fast-paced and collaborative environment, this role will have the opportunity to work across government and with stakeholders in local government and the private sector.

Position Outcomes

This role requires expertise in Strategic Planning, ensuring alignment with organisational objectives, and guiding others in the planning process. It involves active collaboration with stakeholders to understand needs, prototype solutions, and make decisions within agreed timelines.

  • Work in the team to plan and deliver key outcomes for the Sunshine Precinct (and others as required) including plans and policies and assist in bringing them through government approval processes.
  • Support the development of integrated land use and transport planning for Priority Precincts as a strategic and/or statutory planning subject matter expert, with consideration of strategic land use changes, major transport projects, priority transport modes (walking and cycling), sub-networks of economic significance, local communities, and climate resilience.
  • Proactively lead the assessment of planning and development options or components of projects, including managing potential and emerging issues.
  • Assist in the engagement of contractors, consultants, advisors, and partners and manage the delivery of minor projects or components of a project within appropriate time, budget, and quality measures.
  • Undertake advanced research and critical analysis to develop and deliver innovative solutions to support the planning, investment and delivery of housing, jobs, services, and infrastructure in the team.
  • Prepare high quality briefs, correspondence, reports, presentations, and policy papers to communicate issues and recommendations to senior management, executives, stakeholders, and Ministers.
  • Work and adapt flexibly and collaboratively across government and external stakeholders to support the planning, investment and delivery of jobs, services, and infrastructure in priority precincts.
  • Contribute to effective project performance monitoring and continuous improvement processes in relation to government policies, objectives, priorities and reporting requirements.

Qualifications and Experience

Mandatory

  • A relevant tertiary degree in urban planning, urban design, environment, social sciences or related field and/or extensive experience in Strategic Planning.

Desirable

  • Experience working within the Victorian Public Service, or an understanding of government policies and programs.
  • Experience in the delivery of precinct planning projects (including Transit-Oriented Development) in urban infill contexts.
  • A broad knowledge of the Victorian Planning System
  • Proficiency in software and tools used in urban planning, e.g., GIS (Geographic Information System) and other data analysis platforms.
