The Opportunity


The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Executive Level 2 SCN Technical Lead within Digital Customer Services Branch.

The ESS Operations section is located in the Digital Customer Services Branch, Information Services Division (ISD). As part of the division’s responsibility to manage ICT infrastructure and delivery support services to registered users in Australian Parliament House (APH), Federal Electorate Offices (EOs) and Commonwealth Parliament Offices (CPOs). It also has a critical role in managing and maintaining a comprehensive set of ESS equipment and assets, capabilities and controls that enable the security function at APH.

The SCN Technical Lead, plays a pivotal role in leading and maturing the technological landscape for electronic security capabilities supporting the safety and security of the Australian Parliament, it’s people and assets.

Working with internal and external stakeholders, the position utilises expert knowledge across a range of technical ICT disciplines [including but not limited to: Microsoft Azure services, Microsoft SQL, Microsoft .net framework, C##, API’s (inc. REST) ICT Infrastructure, networks, cyber security, contract management] to develop and maintain reliable, cost optimised and secure computing environment that aligns with the digital objectives of the Australian Parliament.

Job Specific Requirements:

  • Academic or tertiary qualification in Information Technology/Software Development
  • Professional qualifications in a relevant field.
  • Extensive knowledge, skills and advanced professional expertise acquired through significant technical ICT experience working in a multi-disciplinary ICT environment.
  • Experience leading multi-disciplinary teams spanning in-house software development as well as support and maintenance of COTS products and underpinning infrastructure.
  • Experience with contract performance management.
  • The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement


Classification: Parliamentary Executive Level 2
Branch: Digital Customer Services Branch
Section: ESS Operations
Immediate supervisor: Director, Electronic Security Systems

Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Executive Level 2 classification. The duties will include, but are not limited to, the following:

  • Lead, develop and manage ICT teams in delivery, operation and support of the Electronic Security Systems and underpinning ICT infrastructure that supply physical security capabilities at APH
  • Inspire ICT team members to promote and lead change initiatives that improve security focused ICT systems.
  • Prepare, review, oversee and execute complex issue resolution, enhancements and changes per standards, procedures, and guidelines whilst liaising with relevant stakeholders and vendors to provide advice and analysis on complex system issues.
  • Investigate, anticipate, prioritise and triage known and suspected problems with systems and applications whilst suggesting solutions and communicating operational impacts, mitigation strategies, performance statistics, resolutions and forecast appropriate actions.
  • Prepare papers, submissions, reports and plans on policy, administrative and technical issues relating to the support of electronic security systems.
  • Provide policy, administrative and technical advice and guidance on the direction, function, operation and use of electronic security systems and associated infrastructure in line with ESS Operations goals and objectives.
  • Evaluate, compare, and implement emerging technologies, tools and services to make informed recommendations, driving innovation, efficiency and sustainability in the cloud and ICT infrastructure landscape.
  • Analyse and forecast resource needs, overseeing capacity planning to ensure scalable and cost-effective infrastructure solutions that can accommodate current and future requirements.

Conditions of Employment


Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

  • Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
  • Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
  • Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
