Job description

The Technical Officer - Operations and Projects role is based in Fremantle. WA.

AMOSC operates Australia’s major oil spill response equipment stockpile on 24-hour stand-by for rapid response anywhere around the Australian coast.  In addition, the training facility established at the Centre provides world-class training in the theoretical, planning, and practical issues of oil spill response management for oil industry and other personnel.

AMOSC is a not-for-profit subsidiary of the Australian Institute of Petroleum (AIP). with headquarters in Geelong and an additional office in Fremantle. equipment stockpiles are located in Geelong, Fremantle, Broome and Exmouth. 

The Technical Officer – Operations has responsibility to coordinate and implement AMOSC’s newly developed hydraulic hose management policy and provide support to existing and upcoming projects, including general equipment maintenance, training activities and operational projects for AMOSC’s members along with response activities as required. 

Appropriate qualification and experience in hydraulic systems or heavy equipment maintenance and project management would be well regarded. Examples of previous positions may include:

  • Plant mechanic / fitter.
  • Hydraulic Technician
  • Vehicle Mechanic / Technician 
  • Maintenance and reliability Technician

Experience or exposure to the emergency services, defense force, or emergency volunteer organizations would be well regarded. Equally operational roles in an industrial / maritime environment requiring high degrees of reliability of equipment readiness. 

All AMOSC employees are expected to:

  • Undertake activities interstate as required, typically up to 20% of time (one week per month)
  • Avail themselves for ‘out of hours’ response to spill events,
  • Participate in an ‘on call’ 24/7 duty roster system, and 
  • Be available for response activities to travel at short notice and for a period usually not exceeding 3 weeks.

Principal Accountable Areas 

  1. Safety, Health & Welfare and Environment
  • Ensure all activities are conducted and managed in accordance with industry best practice on safety, occupational health & welfare, and environment protection. 
  • Ensure activities are conducted and managed in accordance with AMOSC HSSE Policies & Procedures

2. Response  

  • Act as a Duty (on-call) Officer as part of a scheduled roster, to support AMOSC’s initial response activities. 
  • Agree to be available for deployment to undertake operations for member/industry or government led spill response.
  • Provide practical support & technical advice during a response, within the operations section, in a shoreline, marine, oiled wildlife or aviation field team. Assist incident management team and forward operating base activities where possible/if requested. 
  • Lead operational response teams with responsibility to put in place tactical spill response operations. 

3. Equipment Maintenance & Operations (hydraulic hose programme)  

  • Undertake maintenance of hydraulic hoses by way of inspection, testing and replacement across all AMOSC stockpiles (including travel to Geelong, Exmouth, and Broome). This includes. 

- lose external hoses (management of testing / replacement),

- fixed internal hoses and associated systems (undertake acquisition and replacement),

- management of specialist third parties as needed to assist the hydraulic hose programme. 

  • All hose maintenance/replacement activities to be logged and recorded using AMOSC’s equipment maintenance database.

4. Equipment Maintenance (surface equipment) 

  • Assist with the maintenance of AMOSC’s surface equipment and dispersant testing, as part of a maintenance team. 
  • Assist with the maintenance and organisation of member equipment stockpiles located around the country. 

All equipment maintenance activities to be logged and recorded using AMOSC’s equipment maintenance database.

5. Training and operational projects 

  • Assist and lead member operational projects, including Ship-to-Ship product transfer operations; stand-by on scene response capability; and operational reviews.  
  • Support AMOSC’s training programme by (1) assisting and leading deployment drills, Operations and direct instruction and (2) providing support through role playing exercises or other means. 

 Participate in operational drills and exercises held by member companies, port authorities and/or government response agencies.
