Role Overview:
As the Pre-Contracts Engineer, you will play a pivotal role in the initial stages of our decommissioning projects. Your responsibilities will include managing tender processes, estimating and scheduling projects, identifying and engaging with stakeholders, and developing methods to ensure compliance with industry regulations and standards. Make an impact in these key areas of responsibility:
Tender Management:
- Support the Pre-Contracts Manager & Decommissioning Manager to coordinate and manage the tendering process for oil and gas decommissioning projects, from pre-qualification to submission.
- Prepare and coordinate the development of tender documents, including technical proposals, cost estimates, and project schedules.
- Collaborate with internal teams to ensure alignment between technical solutions and commercial considerations.
- Support in post tender negotiations including the development of clarification responses and presentations with clients and subcontractors to secure contracts.
Technical Expertise:
- Provide technical expertise in oil and gas decommissioning, including asset inspection, dismantling, waste management, and environmental compliance.
- Review and assess project requirements to develop tailored technical solutions.
- Work closely with the other team members to ensure that decommissioning methods are aligned with ancillary activities including flushing and cleaning, inserting, water and waste management / treatment and subsequent demolition.
- Evaluate engineering designs and specifications to ensure alignment with project objectives and industry standards.
- Support the development of innovative methodologies and identify new potential technologies to optimise decommissioning processes.
Stakeholder Engagement:
- Engage with clients, regulatory bodies, sub-contractors and other stakeholders to understand project requirements and address concerns.
- Maintain strong relationships with clients to identify and develop opportunities for business development.
- Collaborate with internal and external stakeholders to ensure project objectives are met.
Compliance and Risk Management:
- Ensure compliance with health, safety, and environmental regulations throughout the tendering process.
- Conduct risk assessments and develop mitigation strategies to address potential project risks.
- Monitor tender and pre-contract progress and identify opportunities for improvement.
The successful candidate will bring:
- A bachelor's degree in engineering (e.g., Subsea, Petroleum, Mechanical, Structural, Chemical) or related field.
- Successful track record of 7+ years in project engineering, specifically in decommissioning, offshore/onshore oil and gas, heavy lift, or related industries.
- Strong knowledge of decommissioning processes, regulations, and best practices will set you apart from the competition.
- Proficiency in tendering processes and tools used in the oil and gas sector.
- Hands on experience estimating and scheduling decommissioning projects – both sub-sea and topside.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
- Proficiency in engineering software and tools used in decommissioning projects, such as P6, AutoCAD, and the Microsoft Suite, will be advantageous.
- Natural ability to lead and inspire multidisciplinary teams to deliver quality outcomes on time.
- Effective communication and interpersonal skills and a confident negotiator.
- Advanced knowledge of health, safety, and environmental regulations applicable to decommissioning projects.
- Exceptional analytical and problem-solving skills, with high attention to detail.
- Relevant certifications or professional memberships in engineering associations will be highly regarded.
