Job description

About our client:

Established in 2003, the Rail Industry Safety and Standards Board (RISSB) is a not-for-profit organisation owned by its members. RISSB provides industry and governments with the systems expertise and technical underpinning that drive ongoing improvements in the standards of safety, productivity and sustainability for Australian and New Zealand Rail. RISSB is the only accredited Standards development organisation for the rail industry in Australia. RISSB Standards are Australian Standards.

RISSB is responsible for other documents, tools, and services that promote and improve railway industry standardisation, harmonisation, efficiency, interoperability, and safety in Australia. These include the provision of technical services consulting, rail safety training and accredited courses, industry events and conferences, and railway safety data tools, including the Australian Rail Risk Model (ARRM).

About the role:

Reporting to the General Manager Strategy and Stakeholder Engagement, the Training Manager is a valued team member responsible for the management of the training program. RISSB’s training program includes both accredited and non-accredited courses. Strategically, the role is responsible for the development and review, and growth of the training program to ensure it is supporting the outcomes of the RISSB 2024-2030 Strategic Plan.

Tactically, the role is responsible for the delivery and promotion of the training program to the rail industry, that it maintains its quality and certification where applicable, and courses meet the requirements of the industry and the National Regulator (ONRSR).

Together with the General Manager Strategy and Stakeholder Engagement, develop appropriate metrics to measure the program, its effectiveness, value and in meeting the industry’s requirements. The Training Manager is expected to actively participate in engagement with industry members to refine and develop courses to help the industry adopt the RISSB’s products in ensuring an ongoing safe rail system and to future-proof the industry.

Key responsibilities include:

  • Deliver a high quality training framework, program and courses for members and stakeholders that adds value to the RISSB membership, enhances the RISSB reputation and supports the adoption of RISSB products.
  • Develop the strategic priorities for the training program aligned to the RISSB Strategy, Value Proposition and purpose and create value in furthering the safety and general performance of the Australasian rail industry.
  • Develop appropriate metrics to measure the effectiveness of the training program and report on the progress of the program.
  • Review and design RISSB’s training program of online, face-to-face, and blended learning courses to meet industry demands and be responsive to changing demands.
  • Build out the online course offering from the existing list, aligned to the Strategy and maximising the investment in the new LMS, LearnDash.
  • Manage the design, development and maintenance of all external training courses and supporting materials.
  • Establish and manage a pool of RTOs ensuring they meet contractual obligations to deliver and market the courses, and that costs are managed.
  • Oversee and manage, with assistance from a support officer the delivery administration of all courses both internally and externally.

About you:

To be successful in this exceptional role, you will have an intermediate to high-level knowledge in the development, delivery, and management of contemporary training programs. You will have a passion for harnessing current and emerging training trends and tools in the design of a training program that is valued by an industry big on safety and innovation.

As the Training Manager, you will require a minimum qualification of Certificate IV in Training and Assessment with a minimum of 5 years experience in the development and delivery of comprehensive training programs consisting of accredited and non-accredited courses.

The successful candidate will have a proven track record in the development, delivery, and management of training courses –online, blended and in-classroom. You are someone who understands not only operational risks but also reputational risks with the desire and capability to administer processes and systems for efficient administration.

Ideally the Training Manager will be an enthusiastic, self-starter, who values service delivery and can work with minimal supervision. The preferred candidate will be someone who thrives on the professional stimulation of leading an evolving training function and can balance competing tasks and work with the broader business team to understand the various priorities. You will have high attention to detail with a practical common-sense approach. A true believer in collaboration, the preferred candidate relishes the opportunity to work with others, and effectively communicate and deliver in a shared service environment.
