WORKS SUPERVISOR  – Full Time – Cootamundra

We are currently looking for Works Supervisor in Cootamundra.

This position is to ensure the effective scheduling and control of works crews and contractors including monitoring of costs in order to ensure efficient day to day delivery of programmed and ad hoc construction, maintenance and civil works services to meet Council’s objectives and requirements.

Complete construction and maintenance projects and programs for local roads and bridges, Council owned roads and streets and other contracted road construction and maintenance.

Key responsibilities include:

  1. Ensure crews and plant are effectively allocated to work programs, according to plan, developing contingency plans to handle absence and change.
  2. Supervise Team Leaders, Plant Operators, Construction/Maintenance crews/workers providing direction, support, conflict resolution, guidance and on the job training.
  3. Ensure Council’s WHS policies and procedures are adhered to by all staff under their supervision.
  4. Ensure quality control, customer service and public relations associated with engineering works are delivered effectively.
  5. Oversee the operations and maintenance of Council owned Quarries.
  6. Verify and check time and plant sheets for correct job, cost allocations and complete performance appraisals in conjunction with the Section Manager, assessing staff and contractor performance.
  7. Co-ordinate vehicle and plant maintenance and stores functions to ensure serviceability and supply are performed/provided in timely manner.

WATER & SEWER COORDINATOR  Full Time – Cootamundra Re-advertised

We are currently looking for Water & Sewer Coordinator in Cootamundra.

This position is to lead the internal water and sewer functions of Council ensuring that construction, operation, maintenance to water supply and sewerage infrastructure is performed effectively and efficiently. To deliver quality water supply and sewerage systems, in accordance with environmental and health standards, and State legislation.

Key responsibilities include:

  1. Provide leadership and direction to the Water and Sewerage team to ensure the:

   1.1   safe operation, monitoring, quality, maintenance, monitoring improvement and/or development and construction of infrastructure, systems and processes,

  • timely delivery of Water and Sewerage services to the Cootamundra delivery area within regulatory requirements.
  1. Lead in the planning, development and implementation of capital works projects, including specifications and in contractor management for all improvement and replacement initiatives.
  2. Plan for and undertake end-to-end tender processes in accordance with Council policy and procedures for the engagement and co-ordination of Contractors required for project and operational works.
  3. Oversee and maintain an effective performance and quality monitoring programs for all plant, systems and assets in order to ensure quality compliance, safe and optimal utilisation.
  4. Ensure appropriate risk management practices for all projects within the Cootamundra delivery area, and constructively communicate project standards and safety requirements to the work team.
  5. Ensuring works carried out are compliant with specifications and plans including undertaking Dial Before You Digs (DBYDs) for all excavations.
  6. Complete annual returns, works and other reports as required regarding work completed, project expenditure and status, budgets, QA, WHS, contractor and environmental compliance.
  7. Assist with the development of Works Proposal submissions for upcoming/proposed works on all assets when required including liaison with engineering staff to determine project scope and work scheduling.
  8. Ensure that water, sewer and stormwater infrastructure construction, maintenance, materials, components and methods meet Council and all other relevant legislative requirements.
  9. Provide administrative, data extraction and informational assistance to facilitate water, sewer and stormwater projects, maintenance and compliance requirements, including compliance with EPA requirements.
  10. Manage the timely and professional response to customer questions and complaints via Council’s Customer Actions system, and act as an escalation point as and when required.
  11. Ensure water and sewer employees adhere to operational and safety standards including compliance with relevant confined spaces legislation.
  12. Ensure that the efficient operation of the Sewage Treatment Plant, pump stations and effluent re-use systems and effective operation of sewer reticulation for the Cootamundra delivery area.
  13. Oversee the metering of raw water, treated water and reticulated water quality is maintained and complies with Australian drinking water quality guidelines.
  14. Provide input into the development of strategic plans for water, sewer and stormwater.
  15. Contribute to maintenance of Council’s Asset Database and undertake asset inspections of water, sewer& storm water assets.
  16. Co-ordinate work team to be available to respond to customer service requests.
  17. Review timesheets and applications for leave, and action them appropriately.
  18. Work with and support members of the team in order to ensure the on time delivery of functional work and delivery of service to the community.
  19. Assist team members to resolve problems and promote a cohesive team environment.
  20. Carry out any other duties that are within the limits of the employees’ skill, competence and training.

  3. Administer all aspects of council’s Reflect and Recover, Property and other relevant software, and ensure full operation and utilisation of functionality including updates and license agreements.
  4. Develop, implement and record details of an annual program for the inspection of Council’s assets.
  5. Identify the condition of each asset in the asset register assist in the development of asset maintenance programs based on condition inspections of Councils assets and monitor infrastructure and buildings performanc
  6. Liaise with internal and external stakeholders to ensure asset management service deliverables and operational needs are met, including accurate and timely capture and evaluation of condition, performance, valuation, and other key asset data.
  7. Assist to develop strategic planning and asset maintenance systems that forecast and analyse Council’s asset base and produce maintenance, management, and improvement programs for all asset groups.
  8. Undertaking Rural addressing and updating as required and liaise with other departments to ensure the provision and maintenance of their and Council’s asset management and GIS needs.

  10. Prepare analytical data, correspondence, reports and presentations and maintain data bases as required.
  11. Liaise with GIS Software suppliers regarding GIS product issues and solution enhancement opportunities.
  12. Complete relevant paper and computerized records in a timely manner.
  13. Operate equipment to undertake surveys, CCTV, Drones or other as relevant to capture councils’ assets and infrastructure as required.
  14. Work cooperatively and productively with the team, internal / external customers, and suppliers in order to ensure the quality of output and development and maintenance of a positive and productive team environment.

We are currently looking for an Operations Engineer in Cootamundra.

The successful applicant will lead Council’s Engineering operations team, which includes GIS / Assets, roads, road safety and related functions in the planning, delivery, maintenance, upgrade and improvement of Council’s roads and related assets.

Carry out professional civil engineering survey design and estimating works for roads, footpaths, culverts, bridges, stormwater drainage, water and sewerage facilities and other capital or maintenance works projects, including public recreational facilities, to ensure completion to engineering standards and to provide quality, timely, effective, and innovative solutions, with a focus on professional engineering advice to Council’s technical, engineering and management staff.

Key responsibilities include:

  1. Provide leadership and direction to the road, road safety and related engineering and project management team to ensure the:
    1. safe design, construction and maintenance of roads, road safety and related infrastructure, systems and processes,
    2. timely delivery of infrastructure and solutions to the Cootamundra area are within regulatory and quality / specification requirements.
  2. Lead in the planning, development and implementation of capital works projects, including specifications and in contractor management for all improvement and replacement initiatives.
  3. Plan for and undertake end-to-end tender processes in accordance with Council policy and procedures for the engagement and co-ordination of Contractors required for project and operational works.
  4. Prepare budgets for new proposed works and ensure that all related operations, projects and initiatives are delivered within budget.
  5. Continually monitor road infrastructure performance. Undertake periodical inspections in conjunction with TfNSW and or other key stakeholders and prepare related maintenance program
  6. Develop strategic planning and asset maintenance systems that forecast and analyse Council’s asset base and produce maintenance, management and improvement programs for all asset group
  7. Ensuring works that are carried out are compliant with specifications and plans including undertaking Dial Before You Digs (DBYDs) for all excavations.
  8. Manage the timely and professional response to customer questions and complaints via Council’s Customer Actions system, and act as an escalation point as and when required.
  9. Manage staff and resources effectively, ensuring the responsibilities and expected outcomes of the section are achieved, its policies and procedures are adhered to, and ensure the promotion of a cohesive work environm

  11. Implement best practice design principles and standards and identify and implement innovative design solutions relative to Council’s road, road safety and related infrastructure.
  12. Assist with obtaining and maintaining TfNSW authorisations and in the preparation of bids and tenders for private and public engineering works programs and projects.
  13. Identify opportunities and assist with the application for Grant Funds for engineering and technical projects and enhancement of Shire infrastructure.
  14. Prepare analytical data, correspondence, reports and presentations and maintain data bases as required.
  15. Seek necessary planning and building permits and other statutory approvals.
  16. Provide necessary technical advice to contractors and works staff to ensure designs are implemented as intended and compliant with relevant Specifications. Codes of Practice, standards and legislation.

Operations Engineer PD

CEMETERIES ATTENDANT/RANGER – GUNDAGAI –Permanent Full Time

 Applications are invited from interested persons for the above permanent full-time position of Cemeteries Attendant/Ranger– Full Time, based at our Gundagai Depot.

 This position assists in the excavation and preparation of gravesites for burial at Council Cemeteries. Provides grounds’ keeping, repairs and maintenance and cleaning services at the Council cemeteries and other designated public areas. Supports and relieves the Ranger to attend to compliance matters.

Key responsibilities include:

  1. Ensures a high level of presentation of surroundings for mourners and visitors at Council cemeteries.
  2. Ensures graveside areas are prepared in co-operation with funeral directors in a timely and sensitive manner.
  3. Routinely clean Council’s public amenities to a high standard to provide hygienic facilities for the general public.
  4. Ensures grounds’ keeping at Council cemeteries complies with the Voluntary Conservation Agreements covering those locations.
  5. Ensure compliance with Council’s Work Health & Safety and Risk policies and procedures for the provision of worker and public safety.
  6. Assist and relieve Council’s Rangers to attend to compliance matters under the Companion Animals Act, POEI Act, Local Government Act, Impounding Act and Roads act and assist with dog control duties, pound maintenance and the welfare of impounded animals.
  7. Working within Council’s Park and Gardens team, including labouring, mowing, spraying and other duties as required.

Benefits
