Key Responsibilities:
- Contract and Procurement Planning:
- Prepare procurement plans for routine goods and services acquisition.
- Assist in developing Procurement Plans for critical or high-risk non-works contracts.
- Quotations and Tenders:
- Prepare documentation for lower-valued and less complex contracts.
- Manage Bid evaluation plans, chair evaluation meetings, and resolve commercial and contractual issues.
- Contract Development and Establishment:
- Prepare acceptance letters and contracts, liaise on contractual and commercial issues.
- Develop negotiation strategies and ensure compliance with contractor-provided insurances.
- e-Procurement / SRM:
- Use e-Procurement/SRM for project management.
- Prepare and publish bid documentation, assist vendors, and assess bids via SRM.
- Capital Works Procurement Service:
- Assist Contracts Consultants and Section leaders in providing procurement services for capital works projects.
Essential Criteria:
- Qualifications and Experience:
- Degree in a relevant discipline or Tertiary qualifications with substantial procurement and contracting experience.
- Minimum 1-2 years of previous contract experience.
- Working knowledge of contracting, contract, and commercial law.
- Knowledge, Skills & Attributes:
- Sound knowledge of large corporation procurement policies and procedures.
- Proficient in business computer systems supporting procurement functions.
- Familiarity with industry and markets.
- Strong communication and negotiating skills.
- Desirable:
- Understanding of SAP/SRM and related procurement applications.
- Familiarity with Corporation’s procurement policies.
- Knowledge of WA Government and State Supply Commission procurement policies.
- Familiarity with relevant statutes and regulations.
