AddressAPS5 and APS6 Finance Officers - External Budget

The Department oversees central coordination, strategy, and policy leadership in areas such as cyber and critical infrastructure security, immigration, border management, counter-terrorism, sovereignty protection, and citizenship. Our efforts include a coordinated approach to Australian cyber resilience, rapid responses to foreign interference threats, managing migration and refugee programs, and promoting social cohesion through multicultural initiatives and citizenship management.
Your new role
As an APS5 or APS6 in External Costings, you will be involved in the completion of costings and provision of advice for New Policy Proposals, Ministerial Submissions, and Cabinet Submissions. Your role will involve regular contact with internal and external stakeholder staff to ensure a high degree of accuracy with costing output and submission advice. Additionally, you will support the team's efforts to ensure high quality output in the following areas:
· Stakeholder engagement to ensure relevancy and accuracy of costing assumptions.
· Support the maintenance of costing templates and funding models, including updated salary rates and indexation parameters.
· Liaison with Finance Business Partners and Group Finance Managers on financial implications of new policy and programme change.
· Liaison with external agencies on NPP's and costings with cross-portfolio impacts, and the collation/reconciliation of funding profiles for these agencies;
· Submission of completed costings and subsequent negotiations to agree costs;
· Expert advice on financial implications for Cabinet and Minister Submissions, and the clearance of these implications through the Finance Division where appropriate;
· Advice and assistance to ensure appropriate internal budget allocation of departmental expenses.
· Advice on ad-hoc requests related to External Budgets and the Commonwealth Budget process, including timetables and relevant milestones.
· Analysis of the current costing template and whether improvements need to be made in response to Budget Process Operational Rules
What you'll need to succeed
Your success in this role will be underpinned by your ability to support the revision and input into New Policy Proposals, engage stakeholders to ensure relevancy and accuracy of costing assumptions, and maintain costing templates and funding models. Your strong liaison skills will be crucial in working with Finance Business Partners, Group Finance Managers, and external agencies. Your expertise in supporting advice on financial implications for Cabinet and Minister Submissions, along with appropriate internal budget allocation of NPP departmental expenses, will be highly valued.
Please note: to be eligible for this role you must be an Australian Citizen & hold or be able to obtain AGSVA clearance.
