Job Description

Gilead Sciences is a research-based biopharmaceutical company that discovers, develops and commercialises innovative medicines in areas of unmet medical need. With each new discovery and investigational drug candidate, we seek to improve the care of patients living with life-threatening diseases around the world. Gilead’s therapeutic areas of focus include HIV/AIDS and emerging viruses, liver diseases, and cancer.

The Position

The role will report to the Senior Director Government Affairs Australia and New Zealand and will be responsible for Gilead’s CAR T Cell Therapy engagement with the Australian Federal and State Governments. Working closely with the Cell Therapy Brand Team, the AD Government Affairs will identify opportunities, develop strategies, and implement activities to overcome access challenges, improve patient access, and support the commercial objectives of the Cell Therapy business.

The role will lead Gilead’s approach to CAR T Cell Therapy Leadership, develop policy positions, implement advocacy tactics, and coordinate submissions to reviews/enquiries – particularly the HTA Review and NHRA Renegotiation – that add value to government decision-making, establish long term relationships with policy makers and other stakeholders, and position Gilead as the leading biopharma company in CAR T Cell Therapy. It will act as a critical link with the Public Affairs team to support the commercial objectives of the Cell Therapy business and connect Gilead with patient groups and policymaker needs and expectations.

Job duties include:

  • Develop and implement a CAR T Cell Therapy Government Affairs strategy to:

    • Identify, coordinate and deliver initiatives to differentiate Gilead Sciences with Federal and State governments.

    • Establish strong and valuable connections with public policy stakeholders to overcome barriers to patient access for CAR-T cell therapy and position Gilead as a valued partner and CAR T Cell Therapy thought leader.

    • Proactively inform the thinking of decision makers through in-person briefings, approved digital channels, and through submissions to reviews/enquiries.

    • Enhance timely and equitable access to Gilead’s CAR T brands.

  • Lead Gilead’s engagement on the HTA Review and NHRA Review

    • Identify opportunities in reviews that are relevant to the Cell Therapy business.

    • Work with other Gilead functions (e.g. Market Access, Public Affairs, Commercial, and Medical) and cross functional brand teams to ensure alignment of objectives and activities around our Cell Therapy business priorities.

    • Prepare Gilead submissions to reviews and lead engagement activities that support the access environment for CAR T Cell Therapies.  

  • As part of the Government Affairs team:

    • Contribute to the development of the overall GA Strategy for Gilead ANZ.

    • Represent Gilead Sciences externally with key stakeholders with the purpose of shaping the policy environment to drive better access and uptake of innovative medicines.

    • Monitor the state and federal political and policy environment and ensure that Gilead senior management is fully informed of key state developments with a significant business impact.

    • Assist in building company-wide support for Government Affairs objectives and educate internal clients on the value of effective Government Affairs activities.

    • Collaborate with regional and global colleagues to ensure appropriate alignment of activities to the global strategy and share best practice.  

    • Understand the legal and business conduct framework in Australia and compliantly manage internal approvals and interactions with the Legal/BC team.

Knowledge, Experience and Skills

  • Significant experience working in a Government Affairs role or working in government or public health institution in Australia.

  • Excellent understanding of the Australian state and federal political systems and how they interact.

  • In-depth knowledge of healthcare systems (regulation, pricing, reimbursement and key policies) and stakeholders relevant to secure access and uptake of highly innovative medicines.  

  • Excellent strategic thinker and communicator with ability to identify key stakeholders, formulate, develop and execute on agreed strategies.

  • Strong track record of implementing projects with defined outcomes, to time and to budget – either in government, or in a Government Affairs, market access, public affairs or policy role.

  • Strong cross functional working skills, with the ability to influence senior leaders in other functions to achieve corporate goals.

  • Ability to understand and accurately communicate complex science.

  • Experience managing multiple projects (timelines, budgets, priorities) simultaneously; flexibility and results-oriented focus are essential.

  • Excellent verbal, written and interpersonal communication skills with ability to give formal presentations to internal and external audiences of various sizes.

  • Ability to ensure that all Government Affairs activities are fully compliant with all laws, regulations and the Medicines Australia Code of Practice.

  • Typically requires tertiary qualification in science, health, communications, government or policy.
