ABOUT BUDGET POLICY OFFICERS

Our Budget Policy Officers are at the forefront of the budget process, supporting budget and funding proposals for agencies and entities across the Federal Government. This exciting and high-profile work contributes directly to Government decision making. Budget Policy Officers work in our Agency Advice Units (AAUs), which are grouped into Branches and Divisions, each providing policy advice and financial analysis to specific portfolios.

ABOUT THE OPPORTUNITY

We have a range of current and anticipated APS5 and APS6 vacancies across our AAUs and will align successful candidates with the vacancy that best suits their experience, skills and policy area interest.

Team responsibilities include:

  • working closely with relevant portfolio stakeholders to support the development and Government consideration of portfolio proposals including analysing, costing and reviewing new policy proposals;
  • providing budget, financial management and policy advice in support of the Government decision making processes and the delivery of the Budget and Mid-Year Economic and Fiscal Outlook;
  • Supporting the Expenditure Review Committee of Cabinet and our senior executive on policy and financial issues relating to the portfolio;
  • drafting briefing and other correspondence for the Minister for Finance’s consideration on portfolio matters.

Through working as a Budget Policy Officer you will consolidate a credible record of experience and achievement in: 
  • contributing to the preparation of strategic policy and budget advice to the Minister for Finance, and the Expenditure Review Committee of Cabinet to inform Government decision-making on policy priorities and associated implementation;
  • effective stakeholder management and negotiation skills through daily engagement with stakeholders across Government;
  • assisting Government in considering policy proposals in collaboration with portfolio stakeholders, the Department of the Prime Minister and Cabinet, and The Treasury;
  • costing new policy initiatives and managing financial estimates for portfolio proposals and programs;
  • drafting Ministerial briefing and correspondence, and input to the development of advice to Government;
  • numerical capability and financial acumen; and
  • applying whole-of government policy and frameworks.

ELIGIBILITY ADVICE & CANDIDATE NOTES

  • Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS) unless the Agency Head has agreed otherwise, in writing.
  • Successful applicants will be required to undergo the process to obtain and maintain, or continue to hold the required security clearance level for the role as indicated in the downloadable job pack. All Finance staff are required to have a minimum baseline security clearance prior to commencement.
  • This role is being advertised as both ongoing and non-ongoing. Roles may be offered as either ongoing or non-ongoing subject to operational requirements. Where a non-ongoing position is offered, the role will be filled for a specified term of up to 12 months. Specified term vacancies may be extended up to a maximum period of 18 months. 

AFFIRMATIVE MEASURES - DISABILITY APPLICANTTo demonstrate eligibility for employment under this Affirmative Measure, applicants are required to provide evidence that they are a person with disability.  Applicants will not be required to provide evidence of disability unless they are found suitable and prior to being made a formal offer of employment. Definition of disability The definition of disability for the purposes of the affirmative measure is outlined .  

Evidence of disabilityAs provided in subsection 27(2) of the Directions, agencies will need to ensure that applicants are persons with disability. Evidence of disability is not to include information about the type of disability, unless the vacancy itself has been restricted to persons with a particular type of disability. Suitable evidence of a disability would be a certificate or letter from a registered medical practitioner.  The following documents would also be acceptable:
  • letter from a Disability Employment Service or Workforce Australia provider; and   
  • letter from a secondary or tertiary institution disability services unit in relation to a recent student.
