To protect and improve public safety and amenity in the Hume City municipality through community education, engagement and enforcement of Council's local laws, and other State Acts and regulations.

What you'll be doing:

  • Ensure compliance with relevant legislation, including:
    • Hume City Council's General Purpose Local Laws
    • Local Government Act
    • Domestic Animals Act
    • Road Safety Road Rules and Road Safety Act
    • Environmental Protection Act
    • Other relevant legislation.
  • Detect breaches to legislation, establish facts through investigation and take appropriate action in accordance with legislative powers and Council requirements - including issuing legal directions, infringements, official warnings, and preparing materials for briefs of evidence for legal proceedings.
  • Respond to community complaints/concerns in a timely manner, providing accurate advice and information in respect to legislative responsibilities and relevant Council policies and processes.
  • Impound goods, items, equipment and vehicles left in public places in contravention of applicable laws.
  • Deliver routine visits and inspections to local businesses to ensure their compliance with applicable laws, permit terms and conditions, and codes of practice.
  • Positively engage with community members and businesses to encourage voluntary compliance.
  • Build the communities awareness and understanding of local laws, relevant acts and their requirements to assist them in meeting their responsibilities.
  • Monitor and update Council's service request management system. Accurately record actions taken in response to complaints/investigative outcomes.
  • Collate high-quality evidence, prepare reports, take statements and prepare relevant materials for briefs of evidence.
  • Maintain Council City Laws vehicles in a clean and sanitary condition and ensure operations are in accordance with Council procedures, legislation and relevant codes of practice.
  • Maintain contemporaneous notes and accurate records of inspections and investigation undertaken. Ensure supervisors are kept up to date and informed of activities and investigations undertaken.

The skills and experience you'll bring to the role:

  • Sound knowledge of local laws, other relevant legislation and associated procedures pertaining to enforcement action - including infringement issuing and prosecution proceedings.
  • Demonstrated skills in the handling of a diverse range of animals including domestic pets and livestock.
  • Ability to deal with the public and provide high-quality customer service including the ability to maintain composure in difficult inter-personal situations.
  • Ability to understand and effectively utilise current and available technology for investigations, enforcement and record-keeping.
  • A high level of resilience with an ability to consistently and effectively deal with confronting circumstances.
  • Understanding of policies, precedents and the goals of the City Laws team.

Required Certifications & Qualifications:

  • Certificate or diploma in a regulatory or enforcement-based field with little experience, or lesser formal qualifications with experience in a similar role.
  • Unless already acquired, a preparedness to study and undertake further training to become conversant with relevant Acts, regulations and local laws.
  • Current working with children's check
  • Current driver's licence.
  • Firearms license, or ability and willingness to obtain.
