Georges River Council has an exciting opportunity for a Civil Works Officer to join our City Maintenance team, based in Carlton.
About the Role
Join our City Maintenance team and take on an exciting role where you can expand your skill set and contribute to the management and delivery of Council’s Civil Works maintenance and restoration programs. Key objectives include prioritizing safety, performance, customer service, and efficiency across all geographical areas of the Local Government Area.
As a Civil Works Officer, you will play a crucial role in ensuring safe and efficient outcomes, with a strong focus on providing reliable services to the community. Furthermore, to assist the Asset Engineer in validating asset data and maintaining the Corporate Asset System. As well as to identify, implement and oversee the construction of civil/stormwater assets.
The successful candidate will be required to administer and manage the restoration process for damage and openings of Council’s civil assets by public utilities, contractors and developers. This involved but is not limited to:
- Preparing correspondence and relevant documentation (including invoicing) to ensure payments are received in a timely manner
- Ensuring appropriate work orders are issued
- Provide advice to public utilities, contractors and developers regarding processes for restoration of Council's assets
- Assisting the preparation of formal quotations, tenders and contract documentations, with relation to civil restorations and/or asset renewal
- Investigate and pursue restoration orders carried out on Council’s assets without notification and approval
- Assist in reviewing specifications, policies, permits, and fees related to restorations and asset management
- Assist in all asset data capture to ensure that the information is consistent and up to date
- Ensure and monitor compliance for all Council Contractors with respect to relevant WHS legislative requirements
- Keep abreast of changes to legislation, standards and guidelines that relate to restorations and asset management within Local Government
- As required coordinate the daily operations of the internal works teams to provide prompt and reliable services to the community. This entails delegating tasks and meeting time schedules and customer needs in an efficient manner
- Manage labour, equipment, and material resources to carry out required works
- Ensure the safety of the maintenance teams, by overseeing the correct use of plant and equipment, Personal Protective Equipment (PPE) and staff resourcing; and adhering to Work, Health and Safety (WHS) requirements and related Standard Operating Procedures (SOPs) and Safe Work Method Statements (SWMS)
What We Offer
- Permanent, Full-Time - 70 hours per fortnight
- Salary from $84,802.70 - 98,256.66 per annum plus 11% superannuation (dependant on the skills, qualifications and relevant experience of the suitable candidate)

The successful candidate will have
We’re looking for someone with a relevant qualification or extensive relevant experience in civil construction. You will also bring a customer focused approach and can-do attitude to engage and influence key stakeholders to achieve the best outcome for Council and the community.
Qualifications, Certificates & Licences
- Diploma in Civil Construction (or similar) or extensive relevant experience in civil construction
- Class C Drivers Licence
- Construction Induction Card (White Card)
Essential
- Previous experience in the management of contractors, private developers and/or staff
- Experience in concrete, kerb & gutter construction and road repairs
- Basic understanding of asset management principles
- A clear understanding of budgets and capital expenditure programs
- Excellent interpersonal and communication skills
- Excellent experience in computer-based office software
- Understanding of risk allocation and the management of WH&S in the workplace
- Ability to apply safe work method practices and principles in accordance with WorkCover and Local Government requirements
