About the Role
*This is a Fixed Term Position until February 2025 based in Traralgon Gippsland*

We are seeking a Manager, Communications and Stakeholder (Gippsland) to lead the planning, delivery, and coordination of communications activities within the Communications and Customer Division. This strategic role involves developing and implementing Communications and Engagement strategies for the Gippsland region, partnering with Transport Services Executive Directors. The position requires strong stakeholder awareness, community relationships and a regular presence in the allocated region. Position Outcomes / Accountabilities
• Effectively manage a team of communications specialists to deliver on the strategic communications plans of the regions. Project managing timelines, resource allocation, delivery outputs and budget.
• Managing risk pertaining to communications involving identifying, assessing, and mitigating potential risks that could impact the effectiveness, integrity, and reputation of communication processes within the department.
• Provide effective leadership and support to multiple teams. Foster a good team culture, focusing on capability development and innovation, staff engagement with high levels of cohesion and commitment, and are working in a flexible/agile manner, and positive mindset, delivering on the services required.
• Strategically supporting the Executive Directors, Transport Services, the broader portfolio, in order to align communication strategies and activities with the overall divisional strategy.
• Empowering the team to be self-driven, project focused and ultimately accountable for timely, high-quality communications output.


Key Selection Criteria
The department is seeking a Manager, Communications and Stakeholder (Gippsland) to lead our Communications and stakeholder engagement efforts. This strategic role involves developing and implementing effective communication and Engagement strategies, partnering with key stakeholders to deliver impactful outcomes.


The successful candidate will manage their team, ensuring adherence to public sector values and performance standards, resolving issues, enhancing engagement, and recognising performance. They will implement frameworks for developing organisational capability, set clear role expectations, monitor performance, provide constructive feedback, and empower employees. Building mutually beneficial partnerships is essential, with a focus on identifying common issues and responding to stakeholders' needs. The candidate will provide high-level advice on influencing target audiences, tailoring content and style appropriately.


Engaging key stakeholders in strategic planning, the candidate will consider wide-ranging possibilities and translate strategic directions into actionable plans. They will define governance measures, manage risks, and ensure project success.


The role also involves maintaining partnerships, coaching on co-creation processes, and facilitating discussions to navigate differences and reach decisions. The ideal candidate will quickly adapt to changing priorities and situations, work with a sense of purpose, and link work to its impact on stakeholders, enabling the team to understand the strategic direction of the branch and organisation.

Qualifications and Experience
Mandatory

• Relevant tertiary qualification or equivalent experience in communications, engagement, public relations, education or a similar discipline.

Desirable
• Advanced specialist skills in planning and delivering Communications and Engagement programs in a public sector, major project, transport or infrastructure.
• At least five years' demonstrated experience managing and delivering significant strategic Communications and Engagement programs.
