Compliance Officer – Part Time, 8 days/fortnight
Council is seeking a suitably qualified and experienced individual to fill the above position.
The purpose of this position is to effectively implement and ensure compliance with the provisions and intent of NSW Statutes, Regulations and Council’s Policies and Acts and Regulations applicable to the duties and responsibilities of the Compliance Officer, to achieve best health, welfare and wellbeing for the whole community, while appreciating an individual’s right to natural justice.
This is a Part Time position, 8 days (68 hours) per fortnight – Monday to Thursday each week. with on call some weekends, when the relief ranger is not available (must also monitor after hours calls and respond to emergencies).
The position is Grade 10 in Council’s salary structure with a commencing salary of $31.10 per hour, plus superannuation and allowances as per the Local Government State Award depending on qualifications and experience.

Key Result Area: Animal Control
Task

Registration/Micro-chipping, Disposal and removal of Animals
- Ensure all relevant animals (dogs and cats) within the Shire are registered in accordance with the Companion Animals Act. Unregistered animals may be identified through inspection activity, community awareness programs, complaint, notification, or any other method that may assist to determine the registration status of dogs and cats within the Shire.
- Carry out micro-chipping of animals commensurate with training and authorisation levels.
- Carry out or arrange for the euthanasia and disposal of animals (dogs and cats and others) as required.
- Make arrangements for the removal of 100% of dead animals including, horses, cattle, sheep, goats, dogs, cats or any other animals within 5 days of notification.
- To monitor and control feral cats in order to protect native populations.
- Random checks of Narrandera, Grong Grong and Barellan are undertaken to determine registration status of animals

Impounding duties
- 100% of animals are impounded or released in accordance with the CAA within 4 hours of arrival at the pound.
- Maintain the Narrandera Shire Place of Care in accordance with the relevant regulations and codes including the keeping of activity records.
- Maintenance of Council’s Compliance Vehicle and the animals therein to an acceptable standard.

Livestock
- Carry out control of livestock in residential and rural areas in accordance with requirements of Council’s policies and the Local Government Act.

Ranger services out of area
- 95% of out of area requests for services from resource partner councils actioned within 4 days

Task

Patrols
- Patrols of Council roads, streets, vacant crown land and other areas to monitor illegal dumping of rubbish within the Shire.
- Enforce requirements in accordance with relevant legislation and Council policies including requirements regarding the covering of loads to avoid spillage of materials from vehicles.
- Assist to initiate public awareness campaigns to increase the public’s awareness of their responsibilities generally relating to nuisance topics.
- Investigate complaints concerning the burning of rubbish where such burning is causing a nuisance or the burning of rubbish on land.

Illegally dumped litter/rubbish
- Investigate notification of illegally dumped litter/rubbish with 5 days of notification
- Commensurate with training, warning notices and SEINS issued within 5 days of identification of the dumper of litter/rubbish

Abandoned Vehicles
- Carry out patrols and investigation into owners of abandoned vehicles to ensure disposal in an approved manner
- Issue infringement warning notices and SEINS notice
- Commensurate with training, warning notices and SEINS issued within 5 days of offence detection

Standard Operating Procedures
- Write and revise standard operating procedures for regular and periodic activities

Maintain Place of Care diary
- Details relating to impounded or released animals are recorded 100% in the pound dairy with records updated within 4 hours of receipt of new information

Maintain records
- Maintain operational registers and records in accordance with legislative requirements and Council practices and procedures.
- Receive, record, clarify, investigate and action complaints made in relation to matters under various Acts and Regulations administered by Compliance Services.
- Provide timely and accurate responses to requests from the public for information in relation to responsibilities and obligations under various Acts and Regulations.
- Draft correspondence or notices/orders in accordance with delegated authorities.
- Prepare evidence, affidavits and brief legal representatives in legal proceedings as necessary. Where required, make court appearances to represent Council.
- Respond to complaints and enquiries and record in Council’s customer management system.
- Action other targets as agreed between the Deputy GM Infrastructure Services and Compliance Officer.
- Participate in resource sharing opportunities as they arise with external organisations based in the Shire and located outside the Shire as directed by the Deputy GM Infrastructure Services.

Selection Criteria
Qualifications:
Essential: Possess and maintain a current Class C driving licence (a mandatory condition of employment)
Essential: Clearance under the NSW Police National Criminal History Record Check
Essential: Completion of a Prohibited Employment declaration form and clearance under NSW Child Protection legislation
Preferable: Completion of relevant courses such as Regulatory Services, Certificate III or equivalent, Animal Handling Qualifications, Micro-chipping and Euthanasia certification, and SEINS training
Experience/Knowledge/Attributes:

Sound verbal communication skills, including the ability to negotiate and resolve conflict, and work effectively in a team environment

Demonstrate a high degree of self-motivation and initiative as the employee will spend periods of time without direct supervision

Computer skills with the ability to:
- maintain records electronically using Excel and Companion Animals databases
- Produce documents in Microsoft Word
- save and retrieve documents in an electronic document system
