Contract Manager

The APS6 Contract Manager will exercise both initiative and judgment in the interpretation of policy and in the application of practices and procedures. The role will be responsible to provide detailed technical, professional, and/or policy advice in relation to complex problems and may assist in strategic planning, program and project management and policy development. The role is required to work closely with internal and external stakeholders, where support and advice will be given on contract management, procurement processes and compliance.

1. Leadership and Accountability

• Provide expertise and technical knowledge of contract management across a range of programs or activities, to all areas of the Agency, applying a sound understanding of relevant legislation, including compliance of Public Governance, Performance and Accountability (PGPA) Act and the Commonwealth Procurement Rules (CPRs).
• Provide accurate and specialised advice relating to government procurement and contract management including anticipating problems and contributing to issues management.
• Ensure knowledge of and compliance with legislative, financial, and administrative and performance frameworks, government decision-making processes and agency guidelines and regulations by assisting in the development and maintenance of contract management documentation, processes, and procedures (e.g. Contract Management Plans, Statements of Requirements (SOR), work instructions, Negotiation Plan, variations, extensions, performance and process mapping etc.

• Set priorities for the work area, maintain team cohesion, and ensure quality of outputs for the work area by liaising and assisting (where required) with relevant internal and external stakeholders to achieve desired Agency outcomes, escalating issues and providing regular updates on key activities, issues, risks, performance and priorities.
