About the role

This role will efficiently manage the tender process, by review of tender design, preparation of scope and technical documentation, preparation of contractors’ tender list, management of tender process, vetting and recommending tenders and engaging contractors to ensure compliance with Council standards and systems, in consultation with discipline leads.

The role will also review submissions of offers for compliance, undertake evaluations and assessments and prepare recommendation reports based on "Value for Money" principles and manage the planning and monitoring of contract administration including procurement arrangements and contract strategies to optimise outcomes and benefits to council with agreed levels of service delivery.  In addition, this role will build relationships to effectively manage the day-to-day requirements of appointed contracts.

About you

To be successful in this role you will require Tertiary qualifications in contract management, law or relevant demonstrated experience. You will also require a “C” class driver’s licence.

You will have significant experience in contract management across the contract life cycle, including procurement, contractor performance, analysis of progress and risks, resolution of issues, negotiation and recommendations for the authorisation of variations, extensions of time and payments and contract completion. You will also need experience with the end-to-end contract administration, records keeping governance and financial principles of contract management.

You will have demonstrated capability to negotiate contractual conditions and effective solutions against key contract deliverables and a superior level of written and numeracy skills to enable the production of well-structured documentation, including; contract documentation, business correspondence, recommendations, performance reports, service agreements / memorandums of understanding.

You will have excellent communication skills to ensure stakeholders, internal and external, are well informed and contract execution is successful and highly developed time management, research and analytical skills including the ability to work independently to plan work; set priorities, manage time and control costs within a dynamic working environment.

A sound understanding and application of legislation relevant to Local Government procurement, contracting and Finance, Work Health and Safety Act, Work Health and Safety Regulation, Advisory Standards, Industry Codes of Practice and other associated legislation relative to this position is required.
