About Public Safety Skills Australia
The Australian Government has appointed, as one of 10 Jobs and Skills Councils, the Public Safety Industry Committee (PSIC) to establish a new entity to provide services that support skilled and robust public safety, public order, public resilience, and government workforces. This entity is known as Public Skills Australia (PSA) and will provide the following services:
- consultation to inform workforce planning and training product development that meets industry and policy needs.
- implementation, promotion and monitoring of strategies that drive improvement to training delivery and monitor the impact of that delivery.
- stewardship of intelligence relating to workforce challenges and skill needs.
Stakeholders that Public Skills Australia will work with comprise of employer and employee members (paid and unpaid) from the following industry sectors: public safety, government and corrections.
About the position
Key responsibilities for this position will include establishing a procurement process for the company that is compliant with relevant legislation, legal obligations and good business practice. The Contracts and Procurement Officer will develop and implement a procurement and external contract management process and policy (ies), and lead the management of procurement and contracts as required by Managers. This position will report to the Manager – Systems and Engagement, and train staff in how to adhere to procurement processes and policies.

Key responsibilities
This role will:
• Develop procurement and contracts management policies and set-up and implement a robust procurement and contracts management process.
• Establish a robust procurement panel to assess prospective contractual partners.
• Manage and regularly report on day to day procurement and contract management activities.
• Educate and support staff to implement procurement and contract management processes and adhere to policies.
• Regularly report on the progress of contract activities, related budgets, payments and invoicing related to procurement and contracts.
• Ensure that procurement and contract activities are compliant with relevant legislation, legal obligations and good business practice.
• Draft reports on procurement and contract activities.
• Support work for the Audit, Finance and Risk Committee.
• Be responsible for general recordkeeping of procurement and contract management documentation.
• Provide broad support to the operational and strategic leadership roles where required.
• Undertake any other relevant duties as required.
Key selection criteria
Essential
• Demonstrated experience in developing and implementing procurement and contract management processes and policies.
• Strong knowledge of legal and regulatory obligations pertaining to procurement and contract management.
• Demonstrated ability to support small teams in complex business environments.
• Demonstrated ability to work across several Contracts and report on the progress and compliance.
• Strong interpersonal skills, with a motivation and preparedness to grow a positive and inclusive team culture across the company.
• Ability to provide high level advice to the strategic and operational leadership team about procurement and contract management processes and good practice.
Desirable
• Experience in one of the following industry sectors, policing, fire and emergency services, defence, local government/government or correctional services.
• Experience in training staff to use procurement and contract management processes.
• Experience in risk management.
• Experience in a corporate and highly regulated environment.
Other:
• Willing to obtain a Police Check and Working with Children Check.
• There may be times when it is required to work outside normal business hours i.e., evenings and weekends to meet stakeholder requirements.
