We are urgently seeking an experienced Contracts Officer for a three month temporary assignment with a Local Government department in Ipswich.
Starting asap, this role will focus on providing a professional procurement and contract management service to internal clients, as well as driving procurement improvements (including monitoring supplier performance) and delivering outcomes for stakeholders in line with the organisation needs. This includes:
- Maintain knowledge of the relevant legislative and contractual requirements for the provision of a high-quality procurement and contract management services throughout the life cycle of the contract.
- Manage a portfolio of partners and suppliers via a collaborative relationship to ensure optimum delivery quality and sustained performance in line with business objectives.
- Prepare technically and commercially accurate tender documents, solicit bids, facilitate the evaluation of responses (liaising with internal stakeholders for technical/quality support), and execute contract documentation.
- Respond to complex customer service enquires from staff and members of the public on the interpretation of agreements regarding contract management, legislative requirements, and procurement policy.
- Develop effective relationships with internal stakeholders to understand business requirements, to forecast demand and improve the performance of contracts.
- Contribute to and assist in the development and implementation of Strategic Procurement plans, procurement policies and procedures.
- Support the work of Category Specialists and the Category Manager in informing, preparing, and undertaking category reporting, spend reviews and developing category approaches to contracting.
- Provide professional advice to internal and external stakeholders regarding contracts and procurement issues, including investigating/resolving contract variations and initiating solutions to minimise subsequent variation.
To be considered for this opportunity, you should demonstrate:
- Queensland Government Procurement Certification Program level 2-3 (highly desirable but not essential).
- Significant procurement knowledge and experience, particularly in relation to a government environment
- High level skills in interpreting specifications and drafting tender documents, contract conditions and briefing material for delegate approvals.
- High level skills in communication and engagement with internal and external stakeholders for the provision of advice in tendering regulatory compliance and contracting.
- Substantial analysis and reporting skills necessary to review and document market offers and provide analysis, reports and presentations for decision making and managing stakeholders.
- Substantial skills in initiating, fostering and maintaining a quality service relationship with customers.
- Substantial knowledge of strategic sourcing principles and the application of category approaches to procurement activities.
The casual hourly rate for this temporary assignment is $59.59/hour (neg on skills and experience).
