Queensland African Communities Council (QACC) is a peak organisation for African communities in Queensland. Established in 2003 as a not-for-profit organization, representing more than 80,000 people, we continue to be a united voice that facilitates and supports collective development while encouraging each African community and individual to advance their culture, skills, and business. Structure of the role and the department 

The Community Services & Compliance (CSC) department is headed by a Director of Community Services & Compliance and is constitutionally autonomous of the QACC. CSC oversees the daily operation of QACC specialist services across Queensland with a primary focus on Southeast Queensland, including services delivered by the African Youth Support Council (AYSC), Health & Wellbeing, Language Services, Research and other initiatives. 

Roles and responsibilities of the Director, Community Services & Compliance:

  • Manage a staff of 57 consisting of 25 volunteers and 32 paid staff, with accountability for annual budget processes and delivery of all programs under the CSC’s remit.
  • Provide strategic leadership and vision for CSC.
  • Plan, develop and oversee the delivery of all programs/services to the community.
  • Develop,  implement and maintain specific policies and quality systems to ensure the services delivered to the community align with regulatory requirements and that they meet the best interests of the community.
  • Guide development of templates/procedures/processes and oversee best practice manual for all specialist services.
  • Develop new projects and apply for grants to run specific projects for the community.
  • Manage relationships with funders and ensure all requirements are met to secure ongoing funding for existing programs and services
  • Oversee all the funded projects to ensure the outcomes are met and assist the Social Affairs Coordinator to prepare and submit acquittal reports on time.
  • Oversee the creation and maintenance of  database systems for the organisation.
  • Identify the skills gaps and organise regular professional development training for staff and the management as a whole.
  • Establish, build and maintain strategic partnerships and relationships with various key stakeholders in public, private and community’s sectors in order to promote and protect the best interests of the QACC and African community.
  • Provide independent expert advice to the QACC’s management.
  • Provide timely and accurate reports to the Advisory Board and Executive Management Committee
  • Recruit to the vacant positions on the CSC staffing establishment, in line with available funding.

Skills and Experience

Qualification: 

  • At least a degree or post-graduate qualification in Human Resources Management, Law, Business/Economics, Social Sciences, Arts and related disciplines.

Experience: 

  • 5 + years’ experience in executive or senior management roles and other strategic high level leadership roles across public, community or private sector in a paid capacity.
  • Extensive experience working with CALD communities.
  • Experience in grant researching and writing.
  • Proven strong record in transformational leadership with ability to create positive change, reform the sector, establish best practice systems, build and maintain strong stakeholder relationships.
