The Director, Finance provides executive leadership across the Parkville Arden Project team within the
Victorian Health Building Authority (VHBA) and is responsible for enforcing a high level of financial
accountability and budgetary control across the Parkville Arden program. The role is key to ensuring that
financial controls are in place across the entirety of the capital program and supporting VHBA with
appropriate cashflow and financial reporting, forecasting, financial transactions, and audit.Are you
- Someone with experience in the development of project budgets, commercial funding arrangements, government budgetary and funding frameworks, end-to-end procurement activities with high proficiency in project procurement, governance, compliance, contract performance management and finance services in a large and complex organization.
- An experienced Capital Finance Manager with in-depth knowledge of financial management frameworks and policies including Financial Management Act (1994), VGPB, PDCMA, Local Jobs First (LJF), Social Procurement.
- Someone with experience in procurement sourcing strategies associated with complex infrastructure programs and commercial contracting mechanisms (including Public Private Partnerships)
- Someone with experience in leading the development of capital budgets, commercial funding arrangements, government budgetary and funding frameworks, end-to-end procurement activities with high proficiency in project procurement, governance, compliance, contract performance management and finance services in a large and complex organization
- Someone with high level interpersonal and written communication, consultation and negotiation skills, as well as the ability to make judgements about and articulate issues at senior levels within the public sector.
- A Highly motivated Financial Leader with proven ability to identify and implement cultural change, lead by example, and improve workforce collaboration across organisational boundaries.
