About us
As a department our purpose is to help the community to prevent, prepare for, respond to, and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department includes the Fire and Rescue Service, disaster management services, the Rural Fire Service (RFS) and the State Emergency Service, and other volunteer groups providing emergency response to Queenslanders.
Purpose of the role
The RFS, Performance and Business Support branch delivers fiscal management, governance, and Business Support, along with technical services and advanced capability development to drive business performance across the RFS. The branch is responsible for strategic initiatives designed to improve and implement service-wide financial and performance management activities, systems and reporting processes that enhance business operations and provide efficient and effective support services to staff and volunteers.
Reporting to Deputy Chief Officer, Strategic Capability, you will be a member of the RFS Executive team and will work closely with Assistant Chief Officers and Directors, regional, departmental and industry stakeholders. You will provide leadership and direction across all functions of the branch, including managing human resources, finance, and budgeting, reporting and analysis, and planning and program management in the development, review and implementation of governance frameworks, policy, and procedures. You will also be responsible for setting the strategic direction for technical services in collaboration with the Executive Manager Technical Services and Advanced Capability, to enhance decision support systems, integrated data pipelines and future technologies.

Your key accountabilities
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
* Lead and manage business practice improvement initiatives to incorporate technology, streamline workflows, and ensure service delivery is responsive to customer needs.
* Provide strategic advice and support to senior executives relating to finance, performance, governance, risk management, reporting and executive services, and provide recommendation to enable effective decision-making and service delivery.
* Contribute to the development, implementation, and deployment of the RFS performance management framework, including metrics to ensure achievement of departmental goals.
* Provide strategic direction in the development of technical services and advanced capability to support leading-edge business solutions for the service.
* Oversee the implementation of corporate governance frameworks for various committees across the state, providing strategic leadership in the management of bushfire across Queensland to ensure systems and processes meet best practice and governance requirements.
* Liaise, consult, collaborate, and negotiate at a senior level across the department and whole-of-government to appropriately represent RFS at external forums and committees and to foster commitment and cooperation in achieving business objectives.
* Manage multiple complex projects and initiatives in accordance with organisational priorities, including assurance, budget, and finance management to support the effective management, coordination, delivery and reporting of priority projects.
* Manage human, financial and physical resources ensuring client service and performance management and drive a culture of accountability and fairness that encourages and enables teams and individual staff to meet challenges, develop skills and achieve results.
