About the role

The Australian Financial Security Authority (AFSA) is responsible for managing the application of bankruptcy and personal property securities laws through the delivery of high-quality registry, trustee, and regulatory services.

We ensure confidence in Australia’s personal insolvency and personal property securities systems and manage the proceeds of crime through Criminal Asset Management.

The Enabling Services Group is responsible for aligning AFSA’s enabling services to better support the Authority’s core regulatory functions and its journey of becoming a visible, modern and contemporary regulator.

The Corporate Services Division is responsible for delivering a range of business and enabling services that support the AFSA purpose through partnering with business divisions that regulate Australia’s personal insolvency and personal property securities programs. The division provides professional services and leadership that promotes the efficient and effective operations of the agency whilst ensuring compliance with commonwealth legislation, polices and guidelines and promoting integrity, accountability, and transparency.

Purpose of the Position

Reporting to the Chief Operating Officer, the Director, Security and Facilities is responsible for leading and managing the Security, Integrity and Facilities functional teams to deliver high-quality security, fraud control programs and facilities management services to the agency. This role collaborates and works closely with a range of internal and external stakeholders and service providers to contribute to the strategic agenda of the agency by leading key functions and projects including:

  • The management of AFSA’s Security Policy in accordance with the Protective Security Policy Framework.
  • The fraud control program including responsibility for AFSA’s obligations under the Fraud and Corruption Control Framework, and the National Anti-Corruption Commission (NACC) Act 2022
  • Provides strategic advice and direction to Executive and Site Leaders with respect to their accommodation needs (including office relocations) and leads the Future Ways of Working project.

The ideal candidate for the role is an executive-level professional with experience developing and leading a team to deliver high quality and innovative client-focused services in a geographically dispersed organisation. You will have leadership skills and prior experience in delivery across security and integrity in a government environment with a proven ability to develop and drive strategic agenda, and to lead a team to deliver high quality results.

Strong business acumen and a collaborative mindset is essential as you will be expected to work seamlessly with various teams and stakeholders and be adept at balancing competing priorities. Excellent written and verbal communication skills with a demonstrated ability to communicate information coherently and concisely to a range of audiences including senior executives is essential.

Key accountabilities

The Director, Security and Facilities role will lead a team and be responsible for:

  • Leading the management of ASFA’s security requirements including maintaining assurance and oversight of AFSA’s protective security practices, policies and reporting in accordance with the Protective Security Policy Framework (PSPF). Includes collaborating across the agency to facilitate coordinated security incident management and response.
  • Responding to security vulnerabilities and incidents, investigating causes and developing effective controls.
  • Delivering facilities management services in accordance with the PGPA Act 2013, including oversight and guidance for the managing property plans, relocations, corporate services support across multiple locations. 
  • Lead a team of Corporate Support Officers to deliver on-site Corporate Support services to geographically disbursed Agency sites, including the travel management services.
  • Provide strategic advice and direction to the Executive Committee and Site Leaders with respect to their accommodation needs, including lead the development of national strategies, policies and procedures for the management of AFSA properties.
  • Oversee the site leadership framework and stewardship of the AFSA tenancies, to promote community-centred workplaces for employees, which enhance site-based connection and inclusion for all AFSA staff and local stakeholders.
  • Managing the Integrity team responsible for the fraud control framework that includes leading and coordinating investigations into fraud or corruption allegations within the agency and appropriate reporting mechanisms for NACC and the Commonwealth Fraud and Corruption Control Framework 2024.
  • Delivering high-quality services to the agency with a focus on business engagement and continuous improvement of policies and processes. Includes: the provision of advice, leading on the development of national strategies, policies and procedures.
  • Ensuring contribution and alignment to the strategic direction of AFSA, compliance with corporate governance, uplift practices to ensure best practice and fitness for purpose.
  • Evaluating and responding effectively to highly sensitive and contentious operational issues to ensure that security, financial, reputational, and business risks are minimised. 
  • Leading and building a team environment that drives innovation and enthusiasm, where people are valued and focused on achieve business outcomes.

Qualifications and experience

Highly desirable

  • A comprehensive understanding of:
  • Relevant legislation, regulations, policy and frameworks around protective security matters.
  • Australian Government Protective Security Policy Framework including: associated rules, design principles and policy requirements, implementation and security risk management.
  • The senior-level management of security policy and operations within a risk-management environment in the Australian Government.
  • Experienced in leading functional teams applying risk management and project management skills to contribute to organisational outcomes within a Commonwealth entity.
  • Demonstrated experience and a proven ability in a similar role in a government environment, including an ability to lead a small team in the delivery of services.
  • Possesses highly developed interpersonal skills and proven written and oral communication skills of a high standard.
  • Ability to monitor and manage a high level of client service delivery and promotes a culture of quality client service that is accurate, timely, consistent and appropriate.
  • Tertiary qualification relevant to the disciplines of public policy, security or governance is highly desirable.
