Role Outline 


The Director, Strategic Procurement leads the procurement function, including development and implementation of strategic and operational sourcing, procurement, contracting and supply management strategies, and operations processes to ensure the organisation attains the best value in the goods and services required to enable achievement of its goals.


The Director, Strategic Procurement provides strategic oversight and leads initiatives on managing complex and innovative procurement projects and navigating any probity concerns that may result across the entire NSW Health System. The Director develops procurement framework, function design and development levels in the delivery of complex procurement projects. This has included overseeing and internal probity procurement policy as well as directly providing probity and commercial advisory services. 


This role is responsible for overseeing the entire team’s tactical, strategic and operational initiatives along with mentoring the staff from a capability development perspective.

The successful candidate will be a strategic thinker and influential negotiator, able to think creatively and remain resilient in a rapidly evolving environment. Strong commercial acumen coupled with excellent communication skills which enables the candidate to develop productive and credible relationships with a range of key stakeholder is crucial.

Provide a recent example from your past experience within a procurement transformation role. Please also include stakeholder management within that environment and how you are able to ensure the delivery of optimal procurement and supply chain outcomes.
Describe an example of how you have dealt with conflict resolution and varying key stakeholder views within a major project delivery program.

Essential Requirements

  • Extensive senior executive level experience in Strategic Procurement, commercial and contract skill sets, the contracting of corporate services, procurement policy, procedure and guidelines, and the development of strategies and initiatives, and joint sector developments and contracts. 
  • Understanding of Government policies and practice in the key accountability areas of business reform, procurement and corporate services.
  • Sound knowledge of industry processes and practice associated with service agreements, contract management, contract law and dispute resolution processes.

Key knowledge and experience

  • Highly competent in supply chain management, eco systems and elements.
  • Highly proficient and experienced in the various elements within the supply chain eco systems and  the procure to pay processes.
  • Provide leadership, direction and effective management of the procurement team and cross-functional working groups to achieve a high-level of performance in procurement and deliver high quality advice and service to stakeholders
  • Provide expert technical and commercial advice, reporting and assistance to the Ministry senior executive and Local Health Districts in relation to business/procurement reforms and strategic contract development issues including new business challenges, methods and concepts.

This is an ongoing, full time, Band 1, Public Service senior executive (PSSE) role. An attractive remuneration package within the range of $239,483 to $263,586 per annum (SOORT 2023), will be negotiated with the successful applicant.
