The Role
Within the Security Strategy, Assurance and Reporting Directorate, the EL 2Director Security Strategy, Assurance and Reporting (Director Security Strategy & Assurance) works with considerable independence and is accountable to perform and achieve very complex protective security work within an integrated workforce. They will require extensive knowledge of and compliance with legislative frameworks, government decision-making and Defence’s mission and policies requirements.The Director will exercise a significant degree of independence and perform an important leadership role. The role is responsible for developing and implementing security strategies, frameworks and policies in support of Defence objectives based on high-level decision making and judgement.Specifically the EL 2Director Security & Assurance is accountable for the development of a DSTG Security Strategy and Assurance and Reporting Frameworks to underpin the Security Strategy.The Director Security Strategy & Assurance will work closely with the Director Security Operations with shared accountability for influencing and building security culture, behaviours and practices in support of Defence objectives contextualised to the DSTG research environment.The Director Security Strategy & Assurance will provide strategic advice to senior management and stakeholders as well as leading and assuming accountability for very complex work, sensitive projects or work programs that have strategic, political or operational significance.An EL 2 Security Director is accountable to lead a work team or teams, plan, manage a range of human and physical resources, and exercise the associated people and financial responsibilities.They will provide strategic direction to the work unit, including developing business plans, strategies and priorities and monitor workflow and performance. They are accountable for developing, coaching and reviewing individual, team and business performance, and will identify opportunities for building team capability and continuous improvement. They will set work aligned with strategic objectives and communicate expected outcomes.The EL 2 Security Director will have extensive knowledge relating to the methodology, systems and procedures within the Protective Security function and have the ability to translate this into strategy. They will provide a strategic level of specialist, professional and technical expertise, potentially relating to the work of different function areas. They will initiate, establish and maintain strong relationships with a network of stakeholders internally and externally and will have the ability to recognise shared agendas and work toward mutually beneficial outcomes.The EL 2 Security Director has people management responsibility and as such will be required to exercise people management skills and knowledge to lead a high performing and cohesive team.Position duties:The duties of an EL 2 Security Director in Defence include the following:
  • Accountable for leading a team, managing allocated resources, setting work area priorities, managing workflows, developing strategies and evaluating business outcomes.
  • Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people.
  • Accountable for accurate completion of work within timeframes and quality requirements, share own expertise with others and guide and mentor less experienced employees.
  • Lead and manage the provision of protective security advice to stakeholders to ensure adherence to security policies, practices and procedures.
  • Develop, oversee and monitor the completion of assurance programs to ensure compliance with whole-of-Government security policies.
  • Understand the security risk context within the Defence environment to develop innovative solutions for emerging protective security matters.
  • Explain very complex strategies to raise security awareness to establish a positive security culture.
  • Advocate productive and collaborative relationships with whole-of-Government stakeholders to achieve protective security objectives.
  • Influence, mentor and guide team members to work collaboratively to achieve high quality outcomes.
  • Consolidate and evaluate innovative solutions to endorse continuous improvement.
  • Prepare, assess, evaluate and endorse protective security reports, submissions, briefings and discussion papers.
  • Influence protective security outcomes through tailoring communication style and language according to the audience's level of knowledge, skill and experience.
  • Hold the position of Executive Security Advisor for DSTG and act as the DSTG point of contact for security matters.

RTO comprises a professional workforce of engineers, technicians, computational scientists and other staff who provide a wide range of highly specialised and unique research capability and innovative solutions delivering advanced research platforms for defence, national security and the wider IS&T ecosystem. RTO capabilities accelerate and protect Defence's science and technology advances and promote a collaborative, compliant, safe and healthy workplace.Research Operations Branch is building a strong and professional workforce of highly qualified, trusted advisors who work with our research scientists in the provision of leading edge, safe and secure research infrastructure and business advice. We engage with broader Defence stakeholders to ensure DSTG’s I, S&T enabling capability requirements are well planned and appropriately prioritised with a strategic mindset. Research Operations also has stewardship of the delivery of DSTG’s Trials planning, coordination and support.Our Ideal Candidate
The ideal candidate for this role;
  • Is passionate about a role in protective security in government and is committed to Defence’s purpose to defend and protect Australia and advance its strategic interests.
  • Has a sound knowledge of Australian Government and Defence security principles, policy and controls and understanding of Australia’s protective security environment and the important of protective security in mitigating Defence’s security risks.
  • Is a strong and confident leader with strong influencing ability and a willingness to work with stakeholders to address complex and sensitive issues and maintain productive working relationships.
  • Is able to demonstrate well-developed written and verbal communication skills with the ability to interpret policy and provide advice that resonates with different stakeholder groups.
  • Has a demonstrated ability to interpret policy, develop and deliver solutions to complex problems and be able to prioritise work, manage time and deadlines and work proactively and autonomously with limited direction.
  • Demonstrates an understanding of security risk management, the ability to engage with risk and confidently make security risk decisions based on all available information.
  • Demonstrates behaviours aligned with Defence and DSTG cultural expectations.
  • A Positive Vetting Security Clearance or ability to obtain and maintain this level of clearance is mandatory for this role
