Position Overview
The Assistant Director, People and Culture Workforce Capability will lead the delivery a broad range of human resource services, information and advice in accordance with relevant Commonwealth legislative and policy requirements.
The position holder will manage and lead a small team to deliver the agency’s Learning and Development activities, Performance Development Framework and the APS Employee Census.
Duties
The Assistant Director Workforce Capability is responsible for:
- Leadership and Management Development, including the design and delivery of tailored learning solutions to support APS employees, Senior Executive Staff and the Judiciary to be effective leaders
- Designing and maintaining LMS e-learning materials which meet the needs of a complex workforce. This includes a mix of corporate and vocational courses
- Design and facilitation of face-to-face/virtual training including induction and orientation programs.
- Implementation and ongoing management of the agency’s Performance Development Agreement Process including providing system and policy support throughout the Performance Cycle
- The coordination of the APS Employee Census on behalf of the agency, including the development of agency specific questions, analysis of results, creation and implementation of agency Census Action Plans
- Administration of development programs including Study Assistance Program and Jawun Secondment Program.
Selection Criteria
- Possess excellent communication and interpersonal skills, including high level writing, editing and presentation skills
- Demonstrates ability to lead, manage and direct continuous improvement in training needs analysis and best practice in instructional design solutions in consultation with subject matter experts
- Experience managing the development of learning solutions created through a systematic learning model (e.g. analysis, design, development, implementation and evaluation) to support the development of capabilities across the agency
- Possess strong stakeholder engagement skills and emotional intelligence in order to collaborate with business areas to identify training needs and requirements, capability and skill gaps and appropriate learning strategies
- Models an enthusiasm for Learning and advocate for and foster a continuous learning mindset in others. Mentor and develop team members and their skills.
Role requirements
- Experience in Rise360 and LEARN by HireRoad solutions
- Experience in both virtual and face to face facilitation for adult learning.
Highly Desirable
- RTO Skillsets – Enterprise Trainer, Assessor
- Certificate IV Training and Assessment
- Diploma Training Design and Development
- Diploma of Vocational Education and Training
- University degree in Adult Education or equivalent
- Experience working with Legal Professionals
- Relevant experience in the delivery of Learning and Development in a Commonwealth Public Service department or agency
- Strong data analytics and reporting skills.
Other Requirements
- Some interstate travel may be required.
