Our client is an independent statutory body established to provide expert and evidence-based advice to the Australian Government on climate change, by conducting regular and specifically commissioned reviews and undertaking targeted climate change research.
They have new office located in Canberra City and offer the flexibility to work from home two to three days per week.
The Opportunity
There is an EL1 vacancy available in the Corporate Services Team. This team provides strategic and operational services and advice across the agency’s finance, procurement, and human resource functions and maintains the Authority’s corporate governance framework and compliance.
This is an opportunity to further develop your leadership skills by managing a small APS team of two staff. You’ll be joining an agency that is working on topical and exciting initiatives in the environmental space and going through a growth stage. The relatively smaller size of the agency means that you’ll be involved in developing policies, procedures and processes from the ground up and also have the opportunity to influence the strategic direction of the team. The role will have a varied remit with a focus on procurement, Governance and Risk functions.
If you are currently a permanent APS employee, you can be engaged on a permanent s26 transfer. Non-APS employees will be engaged on an initial 12-month non-ongoing contract with the view to permanency.
The Role
Your key accountabilities will include the following:
- Provide advice, information and guidance on procurement related matters to staff across the authority to provide Governance and support good practice in procurement
- Work collaboratively to deliver Governance and compliance activities achieving a holistic approach to enabling services
- Identify, mitigate and escalate risks to enable the organisation to meet its obligations
- Monitor and review Governance and compliance policies and procedures and identify risks of non-conformance compliance activities
- Implement and contribute to the development of contract management plans, resolve issues, monitor performance and negotiate contract variations through effective supplier relationships
- Ensure compliance with relevant legislation and regulatory frameworks as well as Commonwealth and agency policies and procedures, including but not limited to the PGPA Act, PGPA associated instruments and policies, Commonwealth Procurement Rules, and Indigenous Procurement Policy
- Lead financial activities related to contracts, vendor management and vendor payments
- Provide timely and accurate procurement reporting, including publishing on AusTender and meeting requirements of the Department of Finance
This role is suited to an EL1 with experience in procurement and experience leading a team and uplifting their capabilities in a government environment.
You will also have:
- Experienced with the requirements and application of the Commonwealth Procurement Policy Framework and the PGPA Act
- Able to lead, mentor and develop a team, across multiple priorities, to achieve results
- Demonstrate planning and organisation skills, with a proven ability to deliver outcomes within time and budget constraints
- Demonstrate conceptual and analytical skills to research and implement solutions to complex business processes and systems
- Experience in governance frameworks and the principles of governance
- Demonstrate strong written and verbal communication skills including good influencing abilities
Salary / Rate
- $110,115 to $130,269 + 15.4% super
- If you are currently a permanent APS employee, you can be engaged on a permanent s26 transfer
- Non-APS employees will be engaged on an initial 12-month non-ongoing contract with the view to permanency
- Brand-new office is located in Canberra CBD
- Ability to work from home two to three days per week
