Salaries in the department are provided through its Enterprise Agreement and supporting s.24(1) Determination. They may also be provided through Individual Flexibility Arrangements (IFA).
The department has an Individual Flexibility Arrangement (IFA) Framework applicable to employees at the APS6 and Executive Levels. Employees at these classifications may be eligible to receive salaries set out in the IFA Framework which are above those set out in the Enterprise Agreement and supporting s.24(1) Determination.
These IFAs can be negotiated prior to commencement and the IFA will be provided to staff on commencement with the department.

The Regional Connectivity Branch provides policy advice, delivers programs supporting Regional Connectivity, and supports the Minister for Communications to deliver the Government’s regional communications commitments. Who are we looking for?
Our successful candidate will be a confident leader with experience in program implementation, contract management and/or procurement. You will have:
Ability to manage multiple grant agreement of varying complexity, to deliver outcomes on time;
Strong written communications skills, with a focus on writing data-driven briefs, minutes and other documents, with a capacity to identify and tailor key messages to the audience;
Strong oral communication skills, which will assist in maintaining productive relationships with stakeholders, including industry and state and territory stakeholders, as well as other areas of government and colleagues in the department;
Strong people management skills, including the ability to support people to work to their strengths and build capability as required;
Capacity to procure technical advice, interpreting and communicating information simply to a range of stakeholders.
Ability to deliver robust research and analysis on identified issues, including identifying sources of information, advice and data;
Ability to contribute to a culture of continuous improvement in program procedures and processes.
You will be part of a small and dynamic team to deliver the following:
Effective oversight of management of multiple Grantees and Grant Agreements.
In consultation with the Director, Regional Connectivity Program Implementation work to resolve and mange complex and sensitive program implementation matters, including resolving conflict in the context of escalated, sensitive or difficult issues.
Provide high quality, evidence-based policy and program advice to the Minister and other agencies on program outcomes and how the program contributes to improved digital outcomes for regional, rural and remote Australians.
Exercise leadership, provide coaching and guidance to APS employees.
Lead and/or contribute to key program activities including: Data Management, Grant Agreement Administration processes, Financial and resource management.

Employment with the Department of Infrastructure, Transport, Regional Development, Communications and the Arts is subject to conditions prescribed within the Public Service Act 1999 including:
Citizenship: Candidates must be an Australian citizen to be eligible for employment with the department.
Health Assessment: The preferred applicant may be required to undergo a medical examination conducted by the department’s preferred medical provider.
Security Clearance: The successful candidate must be able to obtain and/or maintain a security clearance at Baseline Level. You must be willing to disclose all relevant and required information. You must have lived in Australia, or have a checkable background, for at least the preceding five years for Baseline Vetting clearances.
