The Planning and Land Services group in the Department of Transport and Planning brings together land, property, statutory planning, building and heritage capability to deliver whole of state services. The Group's focus is to provide services in land administration, property information and facilitating the better use of government owned land. The Planning and Land Services group also:
- ensures secure and accurate registration services for property, land, and water share transactions;
- provides specialist transport property services including planning, acquisition and management of land and building assets; and
- manages the state's planning, building and heritage systems to shape the places and communities of Victoria.

About the Role
Reporting to the Deputy Secretary Planning and Land Services, this position leads and delivers Department of Transport and Planning's building and Reform program governance and coordination, initiatives in major legislative reform and building systems.
The position will help shape and influence Victoria's future building system, policies and projects and will forge effective partnerships and networks across all levels of Government, industry, and the community. Packaging together new tools, legislation and ways of working, the reforms will profoundly influence the way decisions are made for public and private sector proposals, business rules and processes, improvements in capability and reporting, and the delivery of technology solutions.
The Executive Director, Building Policy and Reform works to build and maintain positive partnerships and relationships across Government, and will collaborate with a diverse range of stakeholders, including government bodies such as the Victorian Building Authority, Cladding Safe Victoria, and Consumer Affairs Victoria, as well as industry organisations like the Australian Building Codes Board and the Master Builders Association, ensuring comprehensive engagement and unified progress towards effective delivery of Government priorities and commitments.
Position Outcomes
The position will lead the development and maintenance of the State's building legislative frameworks and related statutory systems, including policy development and building reform agenda.
The successful candidate will represent the Department externally, and
chair state and national decision making and policy forums and contribute to the direction of high-level committees and working groups.
Additionally, the role remit involves responsibility for leading the successful implementation of key strategies to deliver on recommendations from the Building System Review.

Qualifications and role specific requirements (mandatory)
- Extensive experience in the successful development and delivery of all aspects of major complex business reform programs particularly in a government context is mandatory.
- Demonstrated high level of knowledge of and experience in the Australian or Victorian Building System.
- Experienced senior leader with a proven record of success working in a large, complex organisation and a track record in leading change and improvement initiatives.
- Political acumen with an understanding of the processes and levers that apply to Government is essential and ability to facilitate initiatives and outcomes at a whole of government level.
- Demonstrated record of achievement in developing and leading high performing multi-disciplinary program teams, is mandatory.
- Strong track record of stakeholder engagement, consultation, and communications to ensure internal and external stakeholder interests are represented and incorporated into reform initiatives is mandatory.
Please note this is an SES2 band, five-year executive contract.
