Location: Australia based with travel in Southeast Asia requiredProgram Background:Southeast Asia and Australia Government to Government Partnerships ProgramThe Southeast Asia and Australia Government to Government Partnerships initiative (G2G) is a whole of government program to broaden relationships between Australia and Southeast Asia across priority themes and in key countries. This will enable governments in the region to share experience and expertise, address common challenges, and work cooperatively for mutual benefit. In the medium and longer term, stronger ties and partnerships will support opportunities for trade and investment relationships and build joint understanding of and commitment to international rules and norms that underpin accountable and effective government systems.The thematic priorities are:1. Climate change and energy transition2. Education and skills3. Food security and sustainable agriculture4. Effective and inclusive public institutions5. Trade and investmentG2G will be delivered through two streams – the Core Partners Stream and the Country-led Stream. The program will be managed as a portfolio that builds a balanced set of partnerships across countries and sectors over time. Initially, G2G prioritises establishing Australian government entity partnerships with priority Southeast Asia countries and sectors through the Core Partner Stream. The Executive Director provides oversight to G2G’s senior management team and has a key role in steering the program strategy, building a strong and cohesive team and brokering partnerships with and between stakeholders.Key Responsibilities· Lead development of program strategy and direction, maintaining a balance between strategic and policy priorities and responsiveness to emerging priorities.· Promote integration of gender equality, disability and social inclusion (GEDSI), First Nation perspectives, environmental considerations, and other cross-cutting issues across all aspects of the program.· Promote a whole-of-government commitment to engagement in Southeast Asia, with common approaches and understanding.· Ensure the perspectives of DFAT Posts are embedded in strategy and decision-making across the program.· Identify, outreach and scope potential program partnerships.· Manage day-to-day relationships with Australian agencies, DFAT Posts and Canberra desks, and other stakeholders.· Support the DFAT G2G Director with RoU / MoU negotiations.· Oversee G2G’s management team and build a cohesive and collaborative program team.· Anticipate and manage risks appropriately.· Facilitate efficiency and timeliness of decision-making at an operational level.· Produce high-quality information and reports to demonstrate and promote the results of the investment.· Represent G2G in a variety of fora, including with senior government officials.About YouSelection Criteria· Experience working at a senior level of government within the Australian Public Service with developed networks and the credibility and acumen to quickly build sustainable relationships.· Experience managing a long-term, complex or regional program preferably in a developing country context, including operational management, especially management of human resources, client relations and managing and mitigating risks.· Demonstrated understanding of Australian aid policies, including their practical implementation in program strategy development and measurement of results.· Demonstrated commitment to meaningful incorporation of GEDSI and First Nations Peoples perspectives throughout strategy development and program implementation.· Highly developed interpersonal and cross-cultural skills, working within complex institutional structures complemented by excellent written and verbal communication skills.· Tertiary qualifications in international development, public policy or a relevant discipline is desirable.HOW TO APPLY
