Purpose of specific work area and positionThere are four regions within the Rural Fire Service (RFS), and the Regional Operations Branch coordinates and supports Districts and Areas, focusing on the translation of organisational strategy into actionable business strategy. The Regions serve as escalation points for operational issues, foster collaboration with partner organisations, and focus on staff support and development. The Regions have a key role in implementing strategic plans, resource allocation, and enhancing emergency response capabilities.
The purpose of this role is to oversee operations across the Region through effective planning and performance, ensuring bushfire regulatory compliance, and developing strategic capability and engagement structures in the Region.
Reporting to the Deputy Chief Officer Region, you will work closely with District, Regional and State stakeholders to provide strategic oversight and direction to area and district leaders and staff, to enhance planning, implementation, and evaluation of RFS operations within the region. You will provide leadership in the provision of operational expertise that enhances rural service operations through identifying and resolving operational and staffing issues, ensuring suitable specialist capability, and monitoring region plans and performance. You will ensure operations support volunteers and Brigades, promote community safety and engagement, and deliver initiatives that drive excellence in the prevention, preparedness, response and recovery activities for bushfires and other emergencies across the region.

Highly desirable requirements
- Knowledge of or experience in resource management appropriate to volunteers for the prevention, preparedness, response and recovery phases in community support.
- Experience in or knowledge of the concepts, strategies and issues associated with managing a volunteer environment.
Location
This is a state-wide process with multiple vacancies across Queensland. Vacancies could be available in the following locations:
- Northern Region (position currently available - Townsville)
- Central Region (position currently available - Maryborough)
- South Eastern Region
- South Western Region

Primary dutiesIn addition to the generic Superintendent, Rural Fire Service (RFS) role description, the primary duties of the Executive ManagerRegional Operations include but are not limited to:
- Lead the development of Regional strategic, operational, and capability plans to guide operations and ensure effective allocation of resources, in alignment with regional needs of volunteers and Brigades, and overarching departmental objectives.
- Coordinate and manage activities to ensure achievement of plans and performance requirements for the Region, including identification and management of regional risk and the financial budget.
- In collaboration with the Deputy Chief Officer, contribute to the planning, implementation, administration, reporting and evaluation of programs and initiatives in the Region to support service excellence and a culture of continuous improvement.
- During operations, lead and manage the effective implementation of the financial governance framework and the management of the regional budget, to support the collection, collation, and maintenance of data as the evidence base to support funding claims.
- Oversee the development of staff capability in the Region including the Performance and Appraisal Development Plan (PADP) process, to ensure to effective and efficient operations.
- Oversee bushfire investigation and compliance activities in the Region to reduce the occurrence of uncontrolled burns and minimise the subsequent impact to people, property and the environment.
- Coordinate Regional representation at key forums, committees, conferences, and other events to increase stakeholder and client understanding and commitment to disaster management and mitigation objectives.

- Inspectors (FSINS) or applicants with equivalent industry experience, appropriate skills, and knowledge, are encouraged to apply.
- Volunteers and external parties with appropriate skills are highly encouraged to apply, noting that they may be asked to provide additional information to satisfy internal policies.
- Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
- Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
- This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
- Incumbents appointed to this position will participate in a personal professional development programme developed in conjunction with their supervisor.
- Incumbents must have proven commitment to maintaining competencies and operating in a team environment.
- Those appointed to a role within the QDMA (Queensland Disaster Management Arrangements) framework will undertake appropriate regularly training, to maintain your role within RFS as a member of any QDMA appointed position.
