Agency overview
The Parliamentary Counsel’s Office (PCO) is headed by the Parliamentary Counsel and is a Public Service executive agency related to The Cabinet Office under the Government Sector Employment Act 2013. The PCO provides a comprehensive and integrated range of high-quality services for the drafting of, and access to, NSW legislation and the giving of advice and information about legislation.
Primary purpose of the role
This role provides executive, secretariat and support services to the Parliamentary Counsel and oversees PCO’s Human Resource function. This includes providing strategic operational advice, managing communication and implementing strategies to support the achievement of PCO’s strategic and operational objectives.
Key accountabilities
- Prepare, manage and review the provision of high-level communications and correspondence including briefings, reports, submissions and notes to ensure the comprehensiveness, accuracy, and timeliness of written information.
- Act as the point of contact for the Parliamentary Counsel, liaise with stakeholders and action requests.
- Implement, monitor and report on strategic, operational and project plans to inform decision making and support achievement of PCO’s objectives.
- Research and prepare strategic advice, information and reports on diverse and complex policy, planning and operational matters to facilitate informed decision making and planning.
- Lead and contribute to projects to support the achievement of PCO’s strategic and operational objectives.
- Develop and oversee the implementation and evaluation of administrative practices, systems and procedures to optimise efficiency and support the achievement of quality outcomes.
- Oversee PCO’s People and Culture function.
Key challenges
- Developing and presenting effective solutions to sensitive, multifaceted problems within tight timeframes and where there may be little or no precedent; ensuring that emerging priorities are dealt with accurately and expeditiously.
- Providing accurate advice on complex issues and legislation, often within tight timeframes.
- Effectively balancing strategic and operational priorities in the context of a small agency.
Essential Requirements
- Proven capacity to manage competing priorities to deliver high quality results within tight deadlines.
- Advanced communication skills including the ability to write concisely in plain English.
