Accountability:

Position objectivesThe position of Facilities Officer is responsible for planning, directing and overseeing building operations and services including advice to other areas of Council in conjunction with the Asset Manager in relation to improving efficiency in all areas of this portfolio.
Knowledge, Competencies and Qualifications requiredMandatory
- Construction white card
- Ability to operator a motor vehicle under a “C” Class manual Licence.
- Well developed computer skills using MS Office suite and preparation of documents
Desirable
- Qualification relevant to facility management or construction project management, together with relevant experience and proven management expertise.
- Working knowledge of Queensland Building Codes and Regulations, Australian Standards, OH& S legislation.
The following requirements and working conditions will be necessary in this role:
- The Council Employee Code of Conduct applies to this position;
- Travel within the shire area will be required for this position.
Operational Management (all facilities)
- Coordination of day to day maintenance and repairs (such as broken door handles or lights)
- Maintaining defect register for buildings
- Develop Levels of Service Agreements for Council facilities in conjunction with Asset Management Manager
- Develop various facility related policies as required
- Annual Contracts for Pest Control, Floor Cleaning, HVAC maintenance etc.
Insurance
- Work in conjunction with Asset Manager on high level insurance (such as certificate of currency)
- Insurance claims for buildings and motor vehicles
Efficiency
- Work with Asset Manager on efficiency improvements such as utility costs
- Work with Asset Manager on cost saving/ecofriendly adaptions (such as LED lightning or Solar
Security
- Manage a Key Control System/ Registry in conjunction with the Asset Manager
- Develop and manage a range of systems to increase Council security across all sites. This includes door locks, cameras, security systems and panic buttons.
The applicant’s suitability for this role will be assessed against the following competencies:
Selection Criteria 1Demonstrated ability and experience in all facets of facilities management (preferable in a Local Government environment) and be fully conversant in the requirements of the relevant legislation and standards.
Selection Criteria 2Project Management knowledge, qualification and/or experience.
Selection Criteria 3Demonstrated ability to work effectively within a team environment, establish work priorities and meet deadlines including a sound understanding and commitment to Equal Opportunity and Workplace, Health and Safety principles and practices.
Selection Criteria 4Well-developed communication skills, both written and verbal with a proven ability to communicate effectively and tactfully in sometimes very sensitive situations as well as a high degree of knowledge of computer programs.
Other relevant information• The selected applicant will be subject to a criminal history check – undertaken and paid for by Council.
• The selected applicant will be required to undertake a pre-medical assessment to prove that they are medically fit to carry out the duties and responsibilities of the position with Council covering the cost.
• This position will be subject to a minimum probationary period of three (3) months. The applicant’s employment will undergo a review at the end of the probationary period and a recommendation will be made to the Chief Executive Officer regarding permanent employment in the position.
