About the Organisation:
This large Regional Council has a long and proud history of development, prosperity, and resilience and covers some 19,700 square kilometres of diverse Australian countryside, shared amongst six main townships: and an additional 25 villages and farming catchments
It administers over $1 billion in assets, including six libraries and customer service centres, five swimming pools, as well as various major infrastructure and equipment, this Regional Council maintains a network of 829 kilometres of sealed and 3,318 kilometres of unsealed roads within the region.
About the Role:
The primary purpose of this position is to:
- Manage the financial planning and reporting functions for Council;
- Provide strategic advice to the Executive Management Team regarding Council’s financial position and performance, including business strategies to improve Council’s financial position and sustainability;
- Provide a comprehensive financial and management accounting service to all functional areas of Council, ensuring appropriate financial corporate policies, guidelines and procedures are maintained;
- Manage the finance team and its functions to ensure services are provided efficiently and effectively;
- Coordinate and implement practices that ensure Council complies with all statutory governance requirements as described in the Local Government Act 2009 and Local Government Regulation 2012 and other relevant legislation
- Prepare, manage and control Council’s annual budget, including providing regular reports such as the Budget Review Statements;
- Prepare Council’s annual financial statements in an efficient and timely manner;
- Manage Council’s loans, investments and cash flow to maximise the revenue received on investments;
- Oversee Council’s procurement function;
- Support Council staff to apply for funding, including developing appropriate costings, budgets as well as assisting with acquittals and reporting requirements;
- Tertiary qualifications in accounting, finance or business management and professional accounting qualifications (CPA or CA). with extensive relevant experience
- Demonstrated ‘hands-on’ financial management skills and experience in a government sector. Including both management accounting and financial accounting skills.
- Demonstrated superior communication, consultative, interpersonal, stakeholder management and negotiation skills (both oral and written) including the preparation and presentation of reports.
- Demonstrated ability to work collaboratively with executive and management teams at strategic and operational levels and ability to conceive of and manage strategic planning processes.
- Extensive knowledge and application of Australian Accounting Standards, Australian Tax Legislation, Local Government Act and computerised information systems.
