The First Nations Cultural Advisor Service (FNCAS) is an integral part of the Redlands and surrounds High Risk Team (HRT). The position will enable relevant cases of First Nations victims' survivors and persons using violence to be reviewed through a cultural perspective and lens. The dedicated service will provide tailored culturally appropriate service responses and advice around specific needs of the First Nations individuals, taking into consideration local protocols, languages, and family/kinship groups. This process will enhance the quality of engagement and appropriate service responses to First Nations people and their communities. Five Bridges' FNCAS will work collaboratively with the lead agency delivering the Redlands Region's HRT Coordination and Outreach.

The First Nations Cultural Advisor aligned to the Redlands High Risk Team (HRT) will enable relevant cases to be reviewed by a First Nations person who can provide tailored advice around specific needs of the individual, with the consideration of local protocols, languages, and family/kinship groups. This response will enable strengthened engagement with, and provision of services to First Nations people and their communities. This position will require a close association and work with the lead agency delivering the Redlands Region HRT Coordination and Outreach.

The target group for Five Bridges' FNCAS are Aboriginal and Torres Strait Islander victim survivors and persons using violence within the following catchment areas:

  • Cornubia - Carbrook
  • Daisy Hill
  • Eagleby
  • Loganholme - Tanah Merah
  • Rochedale South - Priestdale
  • Shailer Park
  • Springwood

Essential Selection Criteria

  • Identify as Aboriginal and/or Torres Strait Islander
  • Open C Class Driver's License
  • Current (or ability to obtain a clear) Police Check issued by the Federal Police
  • Working with Children Blue Card
  • Current (or ability to obtain) First Aid and CPR Certificate
  • Demonstrated experience working with Aboriginal and/or Torres Strait Islander people.
  • Demonstrated knowledge of Aboriginal and Torres Strait Islander Domestic and Family Violence dynamics and impacts.
  • Qualification/s in a relevant Human Services Field OR significant experience (3+ years) in the Domestic and Family Violence sector and a capacity to demonstrate a sophisticated knowledge of Domestic and Family Violence.
  • Proven experience working with women and children who have experienced domestic and family violence.
  • Demonstrated experience or the aptitude to work with perpetrators of Domestic and Family Violence.
  • Proven ability to work collaboratively with other services to ensure positive outcomes.
  • Proven ability to record accurate documentation, case noting and record keeping.
  • Well-developed verbal and written communication including the ability to share information with colleagues, stakeholders and the community appropriately.
  • Have a strong understanding of risk assessment and safety planning in relation to family and domestic violence.
  • Proven experience in developing comprehensive, appropriate support plans for each client, detailing achievable goals that illustrate a pathway towards positive outcomes.
  • Working knowledge or ability to obtain knowledge of relevant legislation (including the Domestic and Family Violence Act, the Privacy Act, the Child Protection Act, etc.)
  • Have intermediate to advanced computer skills (Word, Excel and Outlook) and online data platforms.
  • Organised and able to meet competing deadlines and priorities.

  • Culturally safe communication skills.
  • Empathetic and patient nature.
  • Ability to display initiative and motivation.

As a core member of the Redlands HRT the FNCAS is responsible for but not limited to the following:

  • Attend all weekly meeting.
  • Review relevant cases prior to HRT meetings.
  • Completing Requests for Information (RFIs), recording meeting notes, and finalising case records in Infoxchange (the data management system) and undertaking intakes and referrals for High-Risk Cases at an agency level.
  • Providing cultural guidance and acting as the identified Aboriginal and Torres Strait Islander victim-survivor advocate in HRT meetings.
  • Building networks and pathways to culturally appropriate DFV supports.
  • Providing broader advice on appropriate Integrated Service Responses (ISRs) to meet the unique needs of Aboriginal and Torres Strait Islander people referred to the HRT (the victim-survivor, their children, and the person using violence) including consideration of local protocols, community considerations, first/preferred languages, family/kinship groups.
  • Building the cultural capacity of the HRT, including through formal and informal training, opportunities, and activities to engage with Aboriginal and Torres Strait Islander culture, where appropriate.
  • Must work closely with the Positive Relationship Cultural Connector (PRCC) (employed by the Department of Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities, and the Arts), to enhance the cultural capability of ISRs in Redlands.
  • Providing broader advice on appropriate integrated service responses (ISRs) to meet the unique needs of Aboriginal and Torres Strait Islander people referred to the HRT (the victim-survivor, their children, and the person using violence) including consideration of local protocols, community considerations, first/preferred languages, family/kinship groups.
  • Provision of case management for women engaged with the HRT and work alongside specialist HRT case workers to support a collaborative response.
  • Refer high risk DFV cases where a victim-survivor's safety has been assessed to be at risk, making a preliminary assessment of whether cases should proceed to the HRT for consideration (where cases do not proceed to the HRT, engagement with the referee is required to discuss appropriate ISRs, including providing guidance and advice about alternative referral pathways and joined-up mainstream service supports).
  • Monitor and review status of victim-survivor consent and identifying opportunities to discuss consent with victim-survivors who have not yet consented.
  • Monitor and review completion of Safety Management Plans and regularly updating Infoxchange records.
  • Undertake a commitment to continual improvement including reviewing HRT performance and ensuring quality of service delivery, identifying gaps and barriers in service delivery, inefficiencies, and opportunities for streamlining or strengthening HRT operations and responses and, where appropriate, escalating learnings, issues, or concerns to the Integration Manager.
  • Work with all HRT member agencies to manage the risk posed by the person using violence and support the victim-survivor through relevant oversight, interventions, and referral to appropriate services.
  • Must work closely with the Positive Relationship Cultural Connector (PRCC) employed by the Department of Treaty, Aboriginal and Torres Strait Island Partnerships, Communities and the Arts) and Integration Manager (DJAG), to enhance the cultural capability of ISRs in Redlands and embed accountability for cultural capability at the local level, agency level and systems level through an action-focused approach including, but not limited to:
  • Embedding cultural awareness within HRTs
  • Recognising and utilising the First Nations knowledge within agencies
  • Training opportunities at an agency and systems level

The MSMSS works in collaboration with key stake holders and affiliated services that respond to domestic and family violence. We maintain strong connections with our traditions and strong ties to our traditional homelands.

We work within a cultural respect framework to provide mobile support services for Aboriginal and Torres Strait Islander women, their children and young people who are experiencing domestic and family violence.

The primary responsibility of the Support Worker is to ensure that the needs of Aboriginal and Torres Strait Islander and non-Indigenous women and their children are met while receiving MSMSS support.
