1. PRIMARY ROLE:
The primary purpose of this role is to manage the planning, delivery and closure of initiatives, underpinned by good practice and a collaborative approach, to ensure project outcomes are achieved.
2. ORGANISATIONAL STRUCTURE:
This position reports to the ICT PMO Manager.
3. KEY RESPONSIBILITIES:
* Experience in implementing GIS/Spatial systems, strong stakeholder engagement capability, demonstrated change management skills, able to form and lead cohesive and effective cross-functional teams
* Develop, maintain, and communicate project plans for assigned projects, underpinned by good practice and agile principles, including schedules, budgets, resources, risks, issues, benefits, stakeholders.
* Develop and control project budgets, undertaking monthly re-forecasting, and managing expenditure within agreed spending plans.

* Schedule, review, monitor and evaluate project progress, including schedule, budget, risks and issues, and report on such to key stakeholders and project governance bodies.
* Manage stakeholder relationships and expectations to ensure the delivery of the required ICT Project outcomes.
* Preparation of procurement documentation to ensure compliant procurement processes.
* Undertake vendor and contract management required for the delivery of assigned projects.
* Build and sustain positive relationships with team members and stakeholders, consult and involve others, provide support to others when required and recognise their contributions
* Contribute to the ongoing improvement of existing team processes and program structures where necessary.
* Strategically review and analyse business cases to determine best delivery approach including resource requirements, timeframes, costs, risk, and issue identification.
* Perform any other duties that are reasonably within the competency, skills and training of incumbent as may be directed from time to time by the position's supervisor.

3. CORPORATE EXPECTATIONS
* Employees are expected to be familiar with and comply with the Code of Conduct and Council policies and procedures.
* The employee shall comply, so far as is practicable, with the Work Health and Safety Act, Regulations, Codes of Practice and Council's Workplace Health and Safety Policies.
* Procedures and shall comply with instructions given by his or her manager and/or supervisor in respect of the health and safety of themselves and the health and safety of other persons. Additionally, it is the responsibility of the incumbent to:
o Plan work activities identifying hazards and controls in consultation with workers
o Conduct and record site inspections and risk assessments (including hazard identification, risk analysis, control measures and treatments
o Investigate all accidents and near misses using the appropriate tools and recording systems
o Allocate appropriately skilled workers, resources and equipment to ensure activities can be carried out safely
o Participate in the resolution of WHS issues in work areas, projects and sites
o Cease and reassess work if a hazard control measure fails or is ineffective

o Assist in workforce planning and training
o Ensure workers attend scheduled safety training
o Communicate hazards and controls as identified in the planning process
o Report on issues/incidents/hazards and near misses related to work activities
o Conduct regular safety conversations/Interactions
o Ensure accountability of workers.
* Employees are expected to be familiar with and follow the spirit and content of Council's Diversity and Inclusion Strategy where people feel valued and respected, and ideas and perspectives are sought out.
* Employees are expected to be familiar with and comply with the Human Rights Act 2019 and make decisions in a way that is compatible with Human Rights.

5. QUALIFICATIONS:
Possession of graduate or post-graduate qualifications in a project management discipline OR be pursuing such qualifications OR substantial proven experience delivering GIS projects.

6. SELECTION CRITERIA:
* Extensive experience in establishing and delivering projects underpinned by good practice in a dynamic, complex public sector environment.
* Exceptional communication, engagement and influencing skills with the ability to remain composed and calm in any circumstance.
* Strategic thinking, research, and critical evaluation skills, and a sound understanding of business case development and program and project management methodologies.
* High level of skill in the development and management of project schedules, budgets, reports, resource plans.
* Knowledge of the systems delivery lifecycle and proven experience in the configuration, testing and deployment of applications and systems integration.
* Demonstrated experience in successfully leading a multidiscipline project team from project initiation through to closure.
* Substantial skills in rapidly assimilating information about an organisation's culture, structure, systems and processes.
