Head of ePMO | 12 month contract | VIC Government | Flexible working arrangements
Talent Street is looking for a Head of ePMO for a large Victorian government department in their Service Transformation Program (STP). The STP was formed to develop a single Case Management System (CMS) for the tracking and management of all the client's cases including document storage and workflow capability. In addition, the program will deliver the ability for the client's staff and the public it serves with access to cases online.
Contract duration:     ASAP - June 2025.
Location: Melbourne CBD with WFH arrangements.
Role Purpose:
The Head of ePMO provides leadership, guidance and support to the ePMO team and ensures that the ePMO operates at a strategic, operational and delivery level, in collaboration with the Leadership Group (VLG) and Senior Leadership Team. This role is accountable for leading this centralised office to provide enterprise-wide guidance, governance, standardised processes and Portfolio Management best practices, tools and techniques. This role will provide strategic challenge and scrutiny, ensuring alignment with wider organisational objectives and act as an escalation point with final decision making accountability for all matters pertaining to the ePMO.
Responsibilities:
  • Lead a high performing team with a strong mandate for supporting enterprise delivery, across the organisation. This includes accountability for individual and team performance and development activities.
  • Responsible for the provision of regular enterprise executive reporting (including the enterprise roadmap and prioritisation) through undertaking complex analysis and interpretation and applying significant expertise and advice to assist initiative owners to provide clear and robust decision-making material to the relevant governance forums. This includes the review of concept ideas, and business cases.
  • Responsible for the creation and implementation of the enterprise resource management framework supporting policies and processes, guidelines, templates, and tools. The framework will support identification of resource capacity and demand requirements required to deliver programs and projects.
  • Responsible for the creation and implementation of the enterprise benefit management framework supporting policies and processes, guidelines, templates, and tools. The framework will support identification, tracking and harvesting of program/project benefits and operational benefits achieved through the completion of business plans and executive KPIs.
  • Lead the team in the provision of expert advice and leadership in schedule management services to the project community to ensure that baseline schedules apply a quality approach in identifying deliverables, dependencies, key milestones, and high-level resource allocations.
  • Responsible for project management maturity and capability across the agency. This includes the provision of mentoring and advice to the project community to address skill gaps and a culture of continuous improvement to maintain a fit for purpose framework from lessons learnt, assurance reviews and trend insight and analysis.
Essential Requirements:
  • Previous experience in leading an Enterprise Portfolio Management Office using waterfall, Agile and Hybrid delivery approaches.
  • Expert stakeholder management with public and private sector groups, Government and internal stakeholders.
  • Proven experience successfully managing portfolio’s, programs and projects.
  • Proven leadership, communication, stakeholder management and interpersonal skills including coaching, facilitation, influencing, negotiation and liaising skills, and the ability to adapt these to a diverse range of stakeholders and contexts.
  • Program and Project Assurance experience.
 
QUALIFICATIONS:
  • Accreditation by the AIPM or PMI
  • Best Management Practice certifications (Management of Portfolios, Managing Successful Programs, P3O, Prince2, PMP, CSM, SAFe)
  • Tertiary qualification / post graduate qualification (ideally in Project Management.)
