Southern Grampians Council, located in Hamilton, are looking to recruit a Head of Finance role to lead the Finance division. Hamilton is the main retail and service centre supported by the smaller towns of Balmoral, Branxholme, Byaduk, Cavendish, Coleraine, Dunkeld, Glenthompson, Penshurst and Tarrington.

Description
The Head of Finance individual will lead on-
- Team of 4 direct reports and a total of 13 indirect reports
- Manage the performance of the Financial Services Unit including - financial analysis, management and reporting, cash flow, budget preparation and management, statutory and financial reporting, forecasting and compliance
- Ensure that Council meets all its legislative requirements in relation to its rating function, budget and financial reporting, superannuation and taxation obligations
- Lead and develop the Financial Services Unit, developing the team's capabilities, managing resources and providing effective leadership and mentoring to all finance staff
- Develop and recommend necessary risk management strategies and internal controls to help protect Council's financial operations
- Assist in the ongoing development of asset management strategies and plans for the organisation to effective resource management and the delivery of the Strategic Resource Plan
- Research, develop and promote best practice financial management systems, policies, practices and procedures to ensure that Council has the resources to meet both internal and external customer needs
- Provide specialist advice and recommendations to Council, the Executive and Managers on complex financial management issues
- Manage and monitor the Council's financial resources on a constant basis to ensure returns are commensurate with the risks and value for money is achieved on the procurement of goods and services
- Facilitate innovation, change management and continuous improvement strategies and role model of positive behaviours and attributes and support staff in the effective engagement across the organisation at all times
Profile
The Head of Finance will meet the following criteria-
- CPA/CA Qualified or equivalent
- Proficient use of financial systems
- Capacity to prepare statutory financial reports
- Experience in the development of long term financial plans. Budgets, and financial models
- Proven track record to lead, motivate and develop staff
- Ability to prioritise diverse tasks, to delegate to others, to multi-task and to effectively oversee all functions in the Finance Unit, to ensure tasks are performed within timeframes
- High level written and verbal communication skills and interpersonal skills with the capacity to liaise effectively with people at all levels within Council
- Capacity to role model all desired attributes and to encourage staff to work collaboratively with all other sections of the organisation
Job Offer
The Head of Finance position offers flexible working arrangements (3/2 in the office). The salary package on offer is circa $165k- $175k per annum package. There is also the chance to take a car as part of the package if required.
