The organisation
When people talk about the Flying Doctor, thoughts generally turn to red-bellied planes undertaking rescue missions in the Outback. However, the current Victorian story is one that reflects today's challenges for people living in remote and rural communities across the state. While we do still transport people by air and by road, this work is complemented by a range of primary health services that address the most common issues people living in country Victoria face when accessing health care.

The business unit:
RFDS Victoria’s Primary Health Care team works in partnership with community health organisations across Victoria to deliver impactful services and improve the health and wellbeing of our rural communities. We believe in creating opportunities so that all Victorians have the choice to access the essential health care services they deserve.
The position:
Reporting to the General Manager – Primary Health Care, directing the day-to-day operations of all primary health programs and providing oversight & management of service access, clinic logistics, fleet management, service billing, procurement and stakeholder engagement ensuring the delivery of primary health care services into communities at the right time in the right place.
The Head of Operations has seven major accountabilities:
Service access –
- Overseeing setting clinic appointment books, cancelling & scheduling and waitlist management
- Working with Primary Health leads to build annual clinic schedules
Clinic logistics –
- Working with Primary Health managers to agree on site requirements, location mapping, site assessments, host sites and travel arrangements
- Working with the General Manager to develop service hubs or multi-disciplinary visiting clinics
Clinic software –
- Ensuring bookings, clinical records and reporting systems operate to best practice
- Researching and advising on best practice for the role of clinical software in supporting multi-disciplinary care
Service billing –
- Maintaining knowledge of and interpreting of Medicare rules and RFDS contract funding
- Applying knowledge of allowable claiming to maximise revenue from Primary Health Care services
Fleet management –
- Acting as an expert advisor for management of Primary Health Care fleet including building turnover plans, reallocation of vehicles and maintenance
- Provide subject matter expertise for bespoke clinical vehicles used in mobile clinics
Stakeholder Engagement –
- Establishing and maintaining relationships with host sites to understand requirement for RFDS clinicians working out of host sites
- Engaging with health literacy and consumer engagement initiatives to support access to services
Procurement –
- Helping to design tender processes
- Establishing an approved suppliers list across Primary Health Care and negotiating best prices
Knowledge, skills and qualities required:
- Demonstrable experience managing the operations of a consumer led health service or program
- Proven track record of strong leadership skills, demonstrating the ability to guide and inspire others to grow and achieve exceptional results
- Proved stakeholder engagement resulting in outcomes to benefit an organisation
- Understanding the barriers and needs of rural and regional communities

Mandatory requirements:
In line with RFDS Victoria’s mandatory policies, all employees are required to undergo a National Police Clearance, hold a Working with Children Check and have 3 * Covid vaccinations and annual influenza vaccination. This position may subject to further vaccination requirements.
Regular travel will be required and access to a fleet vehicle will be provided.
This is a full time 12-month fixed term position (parental leave cover)
