ABOUT THE ROLE:

• Contribute to coordination and delivery of category management and procurement strategies that consider optimum value for money and the achievement of organization’s objectives within the ICT Category. 
• Develop, enhance and implement strategies, policies and procedures relating to category management, procurement and contract management activities related to the assigned spend category. 
• Support the Category Manager in providing leadership and direction on the development and delivery of procurement and contract management innovations and improvements.

 KEY RESPONSIBILITIES:

• Maintain knowledge of the relevant legislative and contractual requirements for the provision of a high quality, best practice procurement service throughout the total life cycle for capital and operational projects and contracts.
• Support Category Manager, ICT, as a subject matter expert to employees on ICT procurement process including, but not limited to, educating stakeholders on QITC Framework, probity requirements, procurement timeframes and planning, drafting effective Requests for Quotes/Tenders and Requirements Specifications.
• Prepare technically and commercially accurate tender documents, solicit bids, and commercially evaluate responses (liaising with customers for technical/quality support) using the QITC contracting framework.
• Maintain a high level of accurate record keeping within organization’s corporate record management systems for all contracts whilst ensuring organization’s legislative requirements are met.
• Proactively manage contract relationships with organization's key stakeholders to explore, identify and understand customer requirements to improve the performance of organization’s contracts, and ensure that development and measuring Cost containment initiatives/Benefits realisation are incorporated into every organization contract.
• Contribute to and assist in the development and implementation of category strategies, Strategic Procurement plans, procurement policies and procedures.
• Provide professional advice to internal and external stakeholders regarding contracts and procurement issues, including investigating/resolving contract variations and initiating solutions to minimise subsequent variation.
• Maintain and update own knowledge of contemporary ICT procurement processes within Local, State and Federal Government and actively contribute to the skills development of the ICT Category Team through sharing this information and mentoring junior members.

QUALIFICATIONS:

Possession of graduate or post-graduate qualifications in a relevant discipline OR be pursuing such qualifications OR substantial proven experience to carry out the range of duties required.

SELECTION CRITERIA:

The interview panel will select the most suitable applicant for appointment to the position based on the following requirements: 

•  Extensive commercial supply/procurement experience, particularly in relation to category management and strategic sourcing. 
• Experience preferably within the ICT Category. 
• High level of experience in interpreting specifications and commercial contract conditions and communicating appropriately at customer/supplier level. 
• High level of experience in consultancy and advocacy for the provision of contracts and procurement advice to other officers involved in tendering and contracting.
• High level of skills in initiating, fostering and maintaining a quality service relationship with customers and departmental officers. 
• High-level leadership and management abilities in an environment consistent with the contemporary public sector.
