Infrastructure and Civil Works Manager

Regular and frequent travel to community locations is an essential component of this position. 

The West Daly Regional Council covers 14,000 square kilometres and is located about 300 to 420 kilometres south-west of Darwin. The area is mainly rural, with three Indigenous communities at Peppimenarti, Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council).

For the successful candidate, this role offers: 6 weeks annual leave, 11% superannuation, laptop, phone allowance, professional allowance, vehicle and base salary of $130,000.00!

The Infrastructure and Civil Works Manager at West Daly Regional Council is a key leadership role responsible for overseeing the planning, development, and execution of Infrastructure and Civil Works projects. Reporting directly to the Chief Operating Officer this role plays an essential part in the Senior Leadership Team. The Infrastructure and Civil Works Manager will lead project management efforts, ensuring projects are completed on time, within budget, and in compliance with relevant regulations and standards. Additionally, they will foster effective communication with communities and government agencies, implement risk management strategies, and promote the employment and involvement of local indigenous people in infrastructure projects.

Primary Tasks

Program Management and Strategy:

  • Support the Chief Operating Officer in the program management of Council’s capital and Civil Works projects, in the planning, design, construction and handover of the same, including to the development of Council’s major projects program;
  • Develop and implement strategies, which encourage employment and involvement of local indigenous people in all facets of Manager’s areas of responsibility;

Financial Management and Reporting:

  • Develop, monitor and report on operational and capital expenditure against budget priorities, ensuring that all projects and programs area on time and within budget;
  • Prepared detailed activity and reports for Ordinary Council Meetings, Senior Leadership meetings and spot-reports for the CEO or COO as requested;

Stakeholder Engagement and Communication: 

  • Provision of specialist technical advice for Councils resources across Divisions;
  • Ensure funded services including operations, maintenance and capital infrastructure operates in accordance and give effects to government, policies, standards, performance indicators and agreements;
  • Develop and maintain effective communication links between communities and relevant Government agencies;
  • Key stakeholder engagement and liaison with external agencies (such as LGANT, DIPL and NLC).

Infrastructure Management and Oversight:

  • Ensure Councils Infrastructure and assets are maintained to the required service levels within annual budgets and long term financial plan; 
  • Review contract documentation as well as technical specifications for various maintenance and capital projects and effective contract administration; 
  • Oversee risk management strategies related to infrastructure projects. 

Collaboration with People and Culture Division:

  • Work closely with the People and Culture Manager to address performance issues within the organization, ensuring that appropriate measures are taken to support employees and improve performance.
  • Provide guidance and assistance in developing strategies to address performance, including performance improvement plans, training initiatives, and mentorship opportunities.
  • Collaborate on recruitment efforts to attract and retain top talent, participating in the selection process for key positions and ensuring that recruitment practices align with organizational needs and objective.                                                                                    

Essential Qualifications & Experience

  • Tertiary qualification in project management, engineering, building or equivalent, or a minimum 3 years of experience in project management or similar in contract management in infrastructure or civil constructions.
  • Proven track record of successfully managing projects from start to finish.
  • Demonstrated understanding of the issues affecting indigenous Australian and an ability to communicate, work with and negotiate in a sensitive and effective way with indigenous people.
  • Proficiency in word-processing and computerized systems including asset management systems.
  • Regular and frequent travel to community locations is an essential component of this position.
