ABOUT THE DIVISION & BRANCHES

Commercial Investments Division (CID) within Commercial Group at the Department of Finance supports delivery and oversight of a diverse set of relationships and Commercial Investments on behalf of the Australian Government and the Minister for Finance. 

CID consists of five Branches, Communication and Energy Investments, Commercial Policy and Advice, Defence Investments, Specialist Investment Vehicles, Funds and Governance and Transport Investments. 

CID provides oversight of the management of the Government’s nine GBEs and eight SIVs to ensure accountability and transparency is maintained while also delivering value for money.

ABOUT THE OPPORTUNITIES

We are seeking to immediately fill APS Level 3 and APS Level 4 roles across three (3) key functions across Commercial Investments Division (CID) and will work with successful candidates to find a role that best suits their skills, capabilities and interests. 

Government Business Enterprise (GBE) Oversight
As a junior commercial/policy analyst in one of our GBE teams, you would be responsible for leading a small team to represent the Minister for Finance’s interests as shareholder minister in delivering high quality commercially driven outcomes consistent with the Government’s policy objectives. Oversight roles include supporting the delivery of major infrastructure works such as Snowy Hydro 2.0 or the Inland Rail Program, regulatory compliance of government entities such as through NBN Co or Australia Post, supporting Australia’s national security objectives by oversighting the entities’ delivery of major Defence capability projects and establishing a new joint entity to deliver the Marinus Link project. 

Investment Management 
As a junior commercial/policy analyst providing oversight and guidance associated with the Commonwealth’s Investment Framework, Australian Government Investment Funds or Specialist Investment Vehicles, you will be responsible for strengthening the Commonwealth’s long-term financial position to meet unfunded liabilities, to deliver on critical government funding policy objectives and/or to support Government’s investments in priority industries.  

This diverse opportunity could see you working alongside the Future Fund Management Agency to support implementation of its investments framework, working with investment vehicles such as the Northern Australia Infrastructure Facility, Clean Energy Finance Corporation or National Reconstruction Fund Corporation, or supporting other Commonwealth agencies undertake major strategic transactions.  

Commercial Policy Development and Implementation
CID manages the Commonwealth Investment Framework and supports Commonwealth agencies in implementing the Framework to meet the Government’s investment and policy objectives. These investment and policy objectives could be implemented through existing GBE’s, investment vehicles or through working with agencies to support new transactions in various commercial sectors. 

For example, there are opportunities to work closely to develop and implement major Government Policy priorities such as the AUKUS trilateral partnership and the acquisition of conventionally-armed nuclear-powered submarines, Net Zero and renewable energy policy, and supporting the development and implementation of scoping studies and reviews, such as the Inland Rail Review, by providing quality advice to Commonwealth agencies and to Government.

We are seeking motivated people at the APS Level 3 and APS Level 4 with a mix of public policy, commercial, financial, legal and program management skills and expertise.

Junior Policy Officer/Commercial Analysts in CID will have the opportunity to work on a diverse range of tasks while gaining knowledge and experience highly valued across the public service.

  • This role is being advertised as both ongoing and non-ongoing. A position may be offered as ongoing or non-ongoing subject to operational requirements and/or candidate preference. Where a non-ongoing position is offered, the role will be filled for a specified term of up to 12 months. A specified term may be extended up to a maximum period of 18 months.
