About the opportunity:

L3Harris Technologies is seeking a Program Change Manager to provide overall leadership and management of the program changes required on the Enterprise Network Modernisation Program (ENMP).  In this role, the candidate will lead and manage change for the program, which requires working with the customer, Airservices Australia, as well as with L3Harris personnel and the teammates on the program. This role will be a full-time role working in Melbourne or Brisbane, Australia.  This position will require travel to other offices to include Melbourne, Brisbane, Sydney and Canberra.

Essential Functions:

The successful candidate will report to the Program Director for ENMP currently based in Melbourne, Australia.  The role requires a candidate who is entrepreneurial and comfortable leading a team in a highly dynamic, challenging and ambiguous environment with a very demanding customer.  Must be experienced and comfortable leading change within large, complex systems engineering programs in Air Traffic management, defence or telecommunications.

The role requires an individual with the following skills and experience:

  • Proven experience in Change Management principles, methodologies, and best practices
  • Excellent stakeholder management skills
  • Strong analytical, problem-solving skills and attention to detail
  • Ability to develop and implement Change Management plans and documentation
  • Planning, managing and driving Change Management activities throughout the program
  • Good knowledge of working with program and project teams on complex change requests
  • Familiarity with project management approaches, tools and phases of the project lifecycle
  • Excellent communication skills - both written and verbal
  • Able to work and interface effectively at all levels in an organization
  • A proven track record of developing and delivering successful Change Management approaches on complex cross-functional or enterprise-wide initiatives
  • Problem identification, decomposition, root cause identification skills
  • Must be highly adept at leading / coordinating tasks within a diverse team to achieve a successful schedule outcome
  • Ability to influence others and move toward a common vision or goal

Duties may include the following:

  • Proactive management of high volume of change. This requires an ability to lead the program’s change process and other change mechanisms developed, ensuring timely responses to change requests, ensuring teammates meet tight deadlines at times, and coordinating with the Solutions Architect, Finance, Project Engineer, Commercial and Contracts Manager, Program Manager and the Partners on proposal activity.
  • Develop, implement, optimise and drive the Change Management processes and procedures
  • Monitor and report on change requests through all the processes from qualification, kickoff, bid, propose, modify and negotiate, including evaluation of Change Management performance
  • Create and maintain Change Management documentation
  • Track and drive to closure change requests throughout the lifecycle
  • Provide training and support to Change Management stakeholders
  • Adapt and evolve the Change Management strategy for the program, creating an overarching approach and toolkits.
  • To identify, assess, mitigate and report on significant Change Management risks to the program
  • Conduct readiness and change impact assessment to understand the size, scale, complexity and risk of the change
  • Apply the Change Management process (leverage tools and templates) to create and implement Change Management strategies and plans
  • Identify and engage key stakeholders at all levels of the organization, building strong relationships and managing their expectations throughout the change process.
  • Ensure the change request is clearly defined and what it means from a work scope, resources, and technical feasibility perspective
  • Review change requests and identify work scope by stakeholder to levy the request on the associated groups
  • Define key performance indicators (KPIs) as measure of success, establishing mechanisms to evaluate the impact of the change initiatives. Collect feedback, analyse data, and identify areas for improvement.
  • Ability to effectively communicate both verbally and in writing
  • Highly effective in leading meetings across a diverse stakeholder base to develop a solution for the customer requested change request.
  • collaboratively with the broader Commercial and Contracts Team and ensuring all commitments are met.
  • An ability to process complex information quickly and make commercial recommendations for team validation.
  • Ability to generate professional presentations and deliver to a diverse stakeholder base.

Qualifications:

  • Bachelor's degree (Engineering, Business, Project Mgmt., Law) with a minimum of 12 years' related experience, or equivalent industry experience; or Graduate degree (Engineering, Business, Project Mgmt) with a minimum of 10 years’ related experience or equivalent industry experience.
  • Minimum 7+ years’ experience leading and managing change programs
  • Extensive experience leading Air Traffic, Defence or Telecommunications systems integration projects;

Desirable Skills and Qualifications:

  • Background in Systems Engineering and/or solution development
  • Background in delivering Telecommunications projects within Australia
  • Background in delivering projects into a regulated, safety critical industry such as Air Traffic or Rail within Australia
  • Motivated self-starter with a strong entrepreneurial focus

  • Excellent communication and written skills
  • Experience with project management software, such as Microsoft Project for schedule management and Jira for work flow management
  • Experience in managing large volumes of work effectively to include changes to the baseline
  • Proficient in the Microsoft Suite of products;
