Our Branch
Organisational Services supports, equips and helps guide the Council to deliver the Brisbane Vision through centralised corporate services and a customer-focused approach.
Within Organisational Services, the Information Services branch (ISB) supports and enables nearly all of Council’s day-to-day activities and services through efficient, flexible and innovative ICT solutions.
ISB leads the ICT strategy that supports the business objectives of Council as a whole, as well as information management and ICT service delivery in Council.

The Role
As the Manager of Application Services, you'll take charge of diverse functional areas and cutting-edge technologies, collaborating closely with a range of ICT professionals including business analysts, change managers, systems analysts, enterprise architects, and network analysts. This customer-facing role demands end-to-end accountability for developing and supporting service and application portfolios.
Serving as the initial point of contact, you'll work closely with key operational business stakeholders to oversee programs and work strategically to achieve wider business goals. This role requires robust change management and leadership skills as you lead the Application Services team in a rapidly evolving environment while ensuring the continuous delivery of high-quality business-as-usual services.
In relation to specific deliverables for your role you will:

  • lead the Application Services team, developing and implementing appropriate service catalogues, SLA performance and reporting frameworks, resource and cost models
  • manage the delivery, support and maintenance of high-availability, end to end Application Services in a large, diverse and complex environment including the identification of relevant demand drivers and associated operational resourcing (financial, people and system) requirements
  • manage the delivery of information and records management services to critical and noncritical business areas through the information lifecycle in accordance with policies and standards
  • lead an agile way of working and mindset across teams to focus on customer value, transparency, and empowered teams
  • oversee vendor management or supplier management in the context of an external services provision delivery model
  • implement, oversee, monitor and remediate application service policies and Service Level Agreements and critical success factors as necessary
  • manage human resource issues and implement human resource policies within an integrated framework
  • build and sustain positive relationships with stakeholders and clients and be responsive to changes in client and stakeholder needs and expectations.
About you
To succeed in this role, we seek an experienced and collaborative application technology professional with outstanding stakeholder engagement skills and a background working in large complex environments.
We highly value business acumen, a background in software technologies and a project mindset. This role will see you working collaboratively with peers, leaders and senior executives to provide application centric solutions so an individual with strong influencing and stakeholder management skills is highly desired.
As the Manager for Application Services, you will be responsible for driving excellence in employee experience, providing responsive support services, delivering robust change control and management services and demonstrating strong leadership capabilities in line with Council’s Leadership Blueprint.
The ideal candidate will have the following key knowledge, experience, and qualifications:
  • Enterprise Resource Planning covering the core processes and functions
  • working knowledge of Service Management (ITIL) processes and their pragmatic use
  • Agile ways of working and LEAN
  • undergraduate or post graduate qualification in a business or related field, or relevant experience.
